it is believed that the south china sea is rich in oil and gas. countries in the region are competing with each other to stake a claim. china says they have the largest claim over the south china sea. they say they own all of it. meanwhile, countries in asea say that they own parts of it. in recent weeks, there have been skirmishes between the philippines and china and vietnam and china. the fear is that if this is not solved, this could destabilize the region. there is a military presence on some of the beaches. this includes a popular diving resort which is important to the tourism industry. malaysian officials say that their claims are in line with international law. as tensions escalate, malaysia has come out strongly against the use of military force and that is why they're proposing a joint monitoring exercise and bilateral talks to avoid confrontation. some analysts say an order for malaysia to have any kind of bargaining power, they need to work with asean. the feeling is that the small countries must unite to counter china. >> china says

temperatures now comfortable, the sea breeze, it's weak to moderate. it will be turning stronger, though, as the ocean air conditioning ramps up it's going to bring our temperatures down as we head into the weekend a side benefit to this will be better air quality. today, east bay, tri-valley locations in the moderate range. this should turn green as we head into the weekend as the sea breeze picks up and our temperatures drop on down. we have this trough approaching the west coast. this is going to scoop up the marine layer, bring in the cooler air. inland areas today probably still low 90s out there, but certainly by sunday we'll see the temperatures cooling down as the sea breeze turns stronger. if you have travel plans we're watching tropical storm calvin which will continue to strengthen but a path that will take us south of baja california so good news with that system moving away from mexico. around the bay, mid 80s in san jose, 60s san francisco, mid 70s around oakland and 80s and 90s for the inland valleys of the north bay. seven-day forecast

the sea breeze is backed off. we're not seeing a strong punch into fairfield so just patchy low clouds across the bay. as the sea breeze picks up, for outdoor plans, the air quality is going to improve. today moderate out toward the east bay inland valleys. florida weather looking unexpectedly good. you can see most of the thunderstorm clusters are to the west of cape canaveral but a lot of moisture out of the south so we're looking probably at a flight time decision to see if this shuttle "atlantis" will launch after 8:20 here on the west coast. mainly clear skies above the low clouds we have around the bay area. you can see hour by hour, if your forecast as we head to noon, inland temperatures going to soar, then drop off as we head into the afternoon and the evening. through the rest of the weekend you can see these temperatures not hitting the 80s and 90s. look at the inland 90s. as we get into sunday, inland probably only seeing highs we're talking mainly 70s inland early next week. we're looking at 84 san jo
