city. san francisco has given my family so much opportunity and i would like to make sure our city continues to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need for long-term planning and push for the very first economic plan in san francisco. i developed the biotech payroll tax exemption which attracted companies to san francisco, creating hundreds of jobs and becoming a template to attract high-tech business right here. for every one ph.d. position, we created six entry-level jobs. i created a film and tv rebate program which put people to work and paid out over $5 million in wages in 2008 and 2010. i worked to save st. luke's hospital in the mission and eliminate hazardous power plants in the bayview. san francisco deserv

san francisco. san francisco is proud to be a transit-first city. we favor using public transportation or walking or riding bikes to get around town. our transit-first policy promotes public health, build community, and because of 100% of our public transportation system is powered by either carbon-neutral electricity or by a diesel, is significantly reducing our greenhouse gas emissions. we're also building the infrastructure necessary to put in place state of the air public transportation such as high- speed rail and electrified caltrain system, expanding or subway network and bus rapid transit. high-speed rail, as many of you know, needs to be a part of our transportation future. many of you are already under way with high-speed rail projects in your respective countries. in california in san francisco, we're trying to lead the way. this issue is critical to me as mayor, because our economic future depends upon people being able to move throughout our state with ease on roads, rails, and in the skies. currently, nearly one-third of all of our air

[applause] mayor lee: good afternoon. and welcome. welcome to the world series champion city and county of san francisco. i may not be much of a politician, but i certainly know how to trash talk. and i want you to know that that's how i introduce myself when i'm at the u.s. conference of mayors. i kind of say, hey, i'm ed lee, i'm the mayor of the world champion city of san francisco, what are you mayor of? i wanted to welcome all of you here to moscone center, our center of conventions and also to san francisco. and i hope you are enjoying the weather. as mayor of san francisco, i like to welcome you to our city. it's a small city that dares to dream big, bound only by our capacity to imagine. and i would also like to welcome you to the greenest city in north america. i'm so pleased that i'm able to welcome you here today and many of you know, i used to be the city's administrator before i became mayor. and as a result, i've seen things from both sides. as a long time

. >> speaking of the public here in san francisco, what are some of the biggest issues you feel are facing the public in the city. >> today? >> yes. >> well, san francisco is one of the most magical cities i think in this planet and certainly in the united states. it is built with indigenous resources to that help make us that special. our natural environment both by land and by sea and water. and just a wonderful history that we have made us a standout city where i think other cities, which they had some of that aspect we doff. we're also a cost prohibitive city. it's expensive to be here. i think it's extremely important we remain sensitive to strategy and implementation of making sure the city retains its class diversity. there's always a lot of discussion about diversity in terms of culture and race. class diversity is something that shouldn't be subordinate to that discussion. i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are

san francisco. >> i am running for mayor of san francisco 2011. many people ask me -- what are your qualifications? i would like to say what i can do to help the city of san francisco. i believe my ability to connect people and my experience as a professional and business women are the essential components of why my run for mayor is grounded on making the city of san francisco our bread and successful. as mayor, my ability to connect people is one of the most valuable qualities i will bring as mayor. integrity and sincerity are often overlooked. these are important qualities which bring out the best in people. i am not a politician. i am apparent, grandmother, an educator. i've lived in san francisco. i have worked hard to assist the often overlooked, the disenfranchised, pork, limited english-speaking population in san francisco. because this group is not in the popular voting bloc, it is not easy for them to access city hall or other nonprofit organizations. i can proudly say my hard work has resulted in these individuals who can now help themselves. i created jobs for struggling musicians in chinatown to promote their talent and bring truth back

i moved here for many of the reasons that i think we're all here in san francisco. we're a cityf compehensive immigration refoimmigrants. we know that san francisco was built on the backs of immigrant labor. we also know that for the past 10 years on so, it has been fairly dark nationwide for our immigrant community. we've had a new record number of rates belief had a tremendous backlog of applications of legal immigrants that are trying to become citizens. there have been countless stories of constitutional and civil rights violated of many of our family members and friends. i used to be an immigrant rights attorney. i can tell you firsthand that i would visit the ins detention center and see individuals who had been beaten by ice agents. this conversation cannot be more timely and more important with the new administration and a new recognition and importance of building an immigrants rights movement. hopefully we will soon get healthcare reform behind us. hopefully the next question that our nation grapples with is how do we tell you the constitutional and civil rights that a

reducing toxics in san francisco, whether it is becoming the electric vehicle capital of the u.s., this is where green innovation happens. and we practice what we preach in san francisco. every city of san francisco's department is required to develop a department action plan annually, which inventory their own emissions and sets common action targets for the department. this process engages departments that do not typically considered themselves and are mentally focused and effectively makes the link between in one of the responsibility and the financial bottom line the efficiency. requiring each city department to be responsible for the carbon footprint helps integrate the city's climate work into all levels of organizational functioning and incentivizes all employees to participate in this process. the program that we are going to announce today will help make our individual departments sweet -- more sustainable and help us meet the goals from our climate action plans. additionally, plugging hybrid technology and its electric vehicles represent a good start towards achieving the new fuel efficiency standards that were just announced by president obama, a 54.5 miles to the gall

san francisco. they are having a conversation with santa clara. we think they need to be part of a city that is in their name. there is so much history intertwined between our 49 years and san francisco. i am very committed to doing what i can to keep them here. >> governor brown has proposed to eliminate funding for redevelopment agencies. what is your opinion of the plan? >> we knew that by electing a governor brown he would have to make incredibly difficult choices. i do think this through development proposal goes a bit too far -- redevelopment proposal goes too far. it would be catastrophic to many developments and proposed developments. i hope the ongoing conversations to change his proposal will modify it into something that will continue to help localities and counties like san francisco. i think we can get there. >> water some of the biggest land use issues in your district? >> in addition to the america's cup planning, there is a discussion around the development of cpmc. it would be the largest hospital project our city has seen in decades. it would probably be the largest la

this program exposes young people to careers in city government and serbs people from all over san franciscofortunately we have strong partnerships with a number of departments in the city, and today we will talk about the one with recreation and park. for the past 13 years rec and park department has provided significant financial support to us and has hosted hundreds of youth in turns these experiences provide young people with exposure to careers in the public service that a particular working in recreation and parks, and also provides a place to learn the basic job skills and explore careers and consider what their future might look like. last year rec and park posted over 43 -- 43-paid insurance during the summer in school year at 14 different sites throughout san francisco. for this, as well as the financial support, we recognize rec and park as one of four of our sustainer departments for their ongoing support in partnership. this work would not be possible without the volunteer is some of rec and park's that who generously volunteer their time and ordered to mentor young people who w

in 2001, the san francisco arts commission and tampa does go public library established an arts master plan for the city soon to be renovated branch library. almost 10 years later, the san francisco arts commission has integrated a collection of vibrant new artworks by bay area artists into five new libraries, and there is more on the way. here is a closer look at some of the projects. >> the branch library improvement program is a bond funded program undertaken by the san francisco public library to upgrade each of the branch libraries throughout the neighborhoods. one of the great benefits of this opportunity is that each of these branches has a unique artwork that has been created specifically for that branch, based on input from people who live near that branch, in the surrounding neighborhood. >> trur- minded. there was a lot of community support for the project. i try to make it about the true hill and its history. they were something that natives used for making houses. the construction of the pond is based on abalone house construction. at the bottom of the form, it is woven into a rope which tr

. >> good evening, i am with the san francisco's city attorney's office, and i am here on behalf of the san francisco department of public health. we received a notice of appeal in this matter and were not aware until the owner just spoke with the grounds for the appeal were. -- what the grounds for the appeal were. that they would like to sell tobacco products, that was the stated reason for the appeal, and it appears now that the owner would like to delay the suspension, and i am just restating it to frame the issue, because she wants additional time to vacate the premises, and it appears that that is do that she is claiming she did not receive notice as to what she should do. i should note that this ordinance has been in effect for some time, dating back to 2010, and it was passed by the board of supervisors on march 16, 2010, approved by the mayor, march 25, 2010, and as part of that legislation, the exception that would be applicable in this case was set forth, and is contained in the health code. this particular piece of legislation receives a lot of attention -- received a lot of
