up with all of these work tasks. we have gone to a bit of an impasse in that we want them in the scope of work that you have all seen. the puc said they would prefer a different approach and not only between ourselves as the groups that showed up today but in consultation with a lot of stakeholders, environmental justice groups, labor groups, community justice, jobs justice, have received what the pcr result proposed saying that those are not adequate to get all of those things that i was talking about in the last item and how this would affect the overall program. it is crucial you not only approve this contract but had this set of amendment to your resolution and attach the work we want done so it is clear that you are saying to staff that those are the tasks we want to see so that when we too powerful program, this actually has good economics, etc. >> of course, if we had agreed, we would not have this conversation and the staff would oppose this because the point is that we don't believe that this is the appropri

as i said, the work began in june. it is a regular shift, working monday through friday. some we can work is necessary to keep up, and typical ours is a typical construction date. the next component is the shoring wall itself wallcdsm, which it -- or cdsm, which stands for cement deep shoring mixing. about 3300 lineal feet of this, and this is where the beams getting put together get dropped vertically into it, about every four feet. what it allows us to do is then breaks off the bat. as we dig down, we will add across bracing, and it also holds back the water from entering the site, so we only have to do the local de-watering within the footprint of the excavation. some shots of them do in the test will section in order to convince us all that they have the right mix designed for both permeability of the water and the strength of the wall. they did a test wall section, completed that on june 18 in eastern zone. we are waiting for the 20-day care of that. that is this friday. it will start taking core samples and verify the strength of the wall and be able to move on to t

richard serra works on enormous scale, works with steel, works we lip seize and torques in which you walk along them and you walk between them. so he's also concerned as you indicated, in the beholder's response. how people emotionallyespond to the fact that they're working into the unknown. if you now ask yourself how did they develop their creative process, you see they devop it in very, very different ways. my guess is richard serra could have done other things besides being a sculptor. he, in fact, was a very good painter for a while and he worked in this field when he was young and began to work with other materials that finally made these wonderful gigantic sculptures. chuck close took a very different approach. he is dyslexic, as you indicated. and he felt that there are many things he couldn't do. the one thing he could do very well is to draw. and he particularly became interested in drawing and painting faces. now, this is extremely interesting because she face-blind. he is probably the only artist in the history of western art who paints portraits without being able to rec

i work with mission graduates.are another community-based organization in the mission district who deals with a great deal of low-income families and students in after-school programs. i am here to speak in support of the opening of this park and the affordable housing complex. i just wanted to say quickly that for us, one of our main challenges in the mission district in having kids be ready for or be prepared to attend college is what we call challenging life circumstances, which i think that in the interim development of youth, having backed alienation of not having that contact with nature on a daily basis is one of them. the park clearly will afford an opportunity for many families and children to have that opportunity in talking about access and equity for everybody in the mission district. we see this as yet another great initiative that we are here to commend both the community and you for supporting this process. there are other presidents in the mission district. the park was also planned in the same mann

his excellent work has made him a standout. they can count on lawrence to rise to the challenge of a duty presented to him. it is this reason they were recognized as a parking control officer of the month in 2010. lawrence volunteered, he noticed a white smoke coming out of the building. he started to honk his horn and blow his whistle to try to awaken the tenants of the building. in due to a quick thinking and heroic actions, numerous people and pets were able to escape the building safely. we proudly acknowledged him for his professionalism. i would like to present the award to lawrence. >> good afternoon, chairman, directors, mr. johnson. we want to congratulate you on the special award. your heroic actions took a lot of courage to go into a burning building in be saved many lives. i want to commend you for your work. >> on behalf of the board of directors, thank you for the outstanding work that you have had for many years in the agency. >> i want to thank god for giving me this courage -- the strength and the courage to do

for me, the system works really well when it works. what about the issues in that area. >> we have one of the most porous transit systems. it is not fully separated from traffic. art is rarely late or has on- time performance issues. a lot of our muni rail system is on street level. they can get stuck in traffic, which causes public transit -- public congestion. with the tunnel itself, we are basically at capacity. we are upgrading a lot of systems. some of them are quick to install. we're working on the ones that are most cost effective. other things require a longer lead time. the other is to look at the metro system that goes downtown. the design of the system is one of the issues. commissioner borden: in that case, it was also an issue of information. you were standing on the f line, and there was no information there was a problem. every train that finally comes through is packed. i walked to the van ness station and had no way to know it was not operational. i could not get a taxi. i walked down market street and almost threw mys

sometimes it would be tedious work. i would come out and work hard. you could see the merchants, the merchants will criticize you one way or another. if you are doing a great job, they will say, hey, you are doing a great job, give you a soda pop or water. if not, they will also write in and say, hey, this guy is not doing the job. i have enjoyed myself year. seeing everybody speak, this is a tough act to follow, you know? they also good and positive things. i will say, let's keep san francisco green and clean, do our best as partners in the city, and just keep up a good job. thank you. so we are working with them. we have looked at some installation sites adjacent to the tiberi terminal, particularly looking at -- and adjacent to the temporary terminal. particularly the lot at howard street. there are several layout we're looking at currently, but right now we do not have any funding. there is about five different schemes. each one has a level of sight work that needs to be done. so we need to look at that and try and find out whether we can find some funding for the options. accessibility, the tiberi terminal was designed to meet the current accessibility codes. we work very closely with the mayor's office of disability, as well as the dpw disability access coordinator, and white house for the blind. that has been operating well. we have not had any accessibility issues reported. finally, on operations, link facilities. the facility manager is working closely with tjpa as well as ac transit and greyhound to maintain the temporary

now let's look at how ranked choice of voting works.tially, every first choice vote is a candidate. any candidate that receives a majority, more than 50% of the first choice to vote, is determined to be the winner. if no candidate receives more than 50% of the first choice votes, a process of eliminating candidates and transferring votes begins. first, the candidate who received the fewest numbers of first choice votes is eliminated from the race. second, voters who selected the eliminated candidate as their first choice will have their vote to transfer to their second choice. there, all the votes are recounted. fourth, if any candidate receives more than 50% of the votes, he/she is declared the winner. if no candidate receives more than 50% of the vote, the process of eliminating candidates and transferring votes is repeated until one candidate has a winning majority. now let's look at an example of an election using ranked choice of voting. in this example, we have three candidates. candidate a, b, and c. after all the first choice vo

apprised of this work. we are working with the working group right now, to identify the high level policy priorities, and in november we would like a broader community outreach process for feedback on the balanced proposal. to be ready we would have to have a ballot proposal ready by summer so we are really talking april and may. this is an aggressive schedule but we did the last one in eight months. we're actually primed and ready this time. i think my assessment of how the implementation bond is going. we are generating not just those neighborhood parks but the opportunity fund will yield dozens of small community projects that are great, with the additional process fund- raising. another great philanthropic community process that will get us into the half dollars million for the bond. and we see similar gains for other process -- projects as well. other philanthropic investments. we have a lot of partnerships and we will continue to maintain these and the stake holders continue to become advocates for us

knowledge there great work. it is their research that i want to reiterate the exponential decline in the likelihood of serious injury or fatality for every 5 miles that you lower the speed limit. it is a powerful tool to ensure safety in the streets if in the unfortunate event, despite all of our efforts, there's impact between a vehicle and a person. it is a very important effort. the department of public health is a great partner. another great partner in this effort is san francisco police department. very pleased to have the san francisco chief of police here. [applause] >> thank you. the message is clear -- slowdown. pay attention. keep the kids safe. those of you that were here this morning -- it is very hectic at drop-off times. the kids are very excited. i remember all too well when i was a little kid going to school in san francisco. you are excited to get back amongst your friends. a couple weeks ago, i was present when the young fan was hit by a car. nothing impacts a person more than an injured child

on the corridors program and to work with redevelopment and work force development to make sure we are there as well. these programs combine to hire san francisco residents, to use a very valuable program verysf -- very valuable program called sf shine. and to work with a nonprofit she heads up. combining all that fulfills a promise that supervisor cohen and i have been talking about for a long time. how do we get back to cleaning up our streets? business facades that helps small businesses. how do we bring pride and economic development at the same time, and how do we breed hope in people by locating shops that pay well? we also do that with a principle i have always held, and it is one i have had reflected in our relationship with the labor union. we do it with our labor friends. we do it with their apprenticeship programs. and while we have a pre- apprentice at the -- pre- apprentice ship program if we have an apprenticeship program. that apprentice ship program has been one in that opportunity to work with. the local labor unions have always found a way to work with the city. they

always working for the baby. we are honored to be able to work on this for our community, who is so deserving and has been so patient. we are going to get people to work in the process and we are all going to be very happy here at the ribbon cutting and a little bit over by year. [applause] >> i think you can all see a pattern. this is all about local ownership. thank you for making this happen. i want to acknowledge and invite to the podium the leader of our library commission. no one demonstrates leadership better than jule gomez. [inaudible question] >> no, there is not going to be public access to the top of the tower. this is a very unique opportunity we are doing today. >> on the next part, the owning of the web detour, how will that happen? will there be some period of hours or a day where you cannot go on the bridge? >> well, that

we would see that work. i say this with the caveat that i have received communications from the advocates and consultants that the entire region that if the $390,000 is not funded, they do not want to do any work at all. supervisor mirkarimi: let's call the elephant in the room. i am also an advocate. this is where i come from in this regard. whatever the relationship is with the advocates and consultant is an intimate relationship. it is one that is often wielded -- has wielded leverage on

i am working with community- based organizations, working with foreign council. in order to reach out to communities. but in order to make ourselves more accessible. we actually have to tell you are absolutely right, this is one of the biggest problems facing all of us. public safety depends on the community trust in law enforcement. we need to have the highest ethical standards to be completely transparent and we need to work with every community in this city collaborative way which, again, is what i have been doing for the last 20 years. who are leaders in the community based organizations? they work in partnership with them for 20 years. i have worked on focusing to reduce the representation of the use of color. we need to change our policies and practices to make them fairer so that everyone is treated equally and we need to have the community partner with us that we build trust. >> our black community is going down to about 5%. if the jails are filled up with a black suspect, there are racial profiling. they're doing a violation of the fourth amendment, targ

>> the inspector works to see if the work is done. if there is no permit, the work probably had not been done and they were probably tried to get its abated. commissioner hechanova: there always seems to be a lag time with our department. is that always the case? >> i feel on our side, the department, we are trying to get these complaints corrected in a timely manner. by posting correct notifications and sending what is required, once it goes from us to the next set of city attorney, code enforcement, directors hearings, etc., we can only go so far. i understand there is a long time line, but unfortunately, something to take longer than others. >> quickly, mr. president. in this particular interest, and the boiler permit trying to be obtained on-line was stopped because there were open housing cases where the work was being done, but the property owner had never paid for the assessment of cost. it went to the tax collector because the board put it on their through a lien, and because they were not paid, they were showing up as open ca

[laughter] terry first worked as a temp worker cleaning bathrooms but soon the permanent status workingn the east and where he was credited with several improvements to the area. it is also worked at stern grove where he has excelled as a groundskeeper caring for the popular and heavily-used soccer field and all diamonds. the quality of the field out there ever suffered. to the state his diamonds are known to be some of the most requested and lease complained about in our entire system. at one point in his career he took voice lessons to become a deejay. although he was not cut out for the job, he soon became articulate in a verbal arts. i think that was reflected in his passionate advocacy. the nickname silver tong still follows him to the state. as an employee, he is a supervisors dream, often taking care of issues before his supervisor eve of talks to him about them. a typical conversation goes something like this. just got a call, a line break up west. artie does get out and called the plumbers. ok, see you at lunch. [laughter] carter church. his work for the department a little ove

we are willing to work. as i started school this year with my children, i heard complaints and complaints from parents saying, what happened? we have bigger questions. we have the questions that we constantly asked. we want you to know that these are not rhetorical questions. we want answers. they are in our report. what are the concrete implementations of time lines? so that it is a quality middle school initiative. i had a parent come to me and say, now that the peter thing is done, are they going to shove this all in? we would like to know what that timeline is and what is going to happen in this initiative. we live like a detailed initiative from the report of middle schools. when is that going to be available for parents? what is the district plan to evaluate and potentially change feeder patterns that do not work. patterns that might be affected by changing enrollment patterns in elementary schools that concentrate underperforming students in the same middle schools. it is very difficult to tell somebo

the work the youth commission did last year working with community organizations and youth from around the city was exceptional and worthy of action on our part to make sure it gets done. i wanted to say thank you for that. i want to acknowledge other folks who have gone on to public office from the recent youth commission. jesse is on the city council berkeley. exceptional things are going on that you will have access to in terms of government service. it is not just working as elected officials. nonprofit workers, julie has had an exceptional career serving in people. we have nicole in the back to used to be a staffer at the youth commission who is now doing a lot of great political work. you may know her. i want to say thank you for taking on this leadership role. i look forward to working with you over the next year. i work very closely with the youth commission. i am very excited about the things we can do together, crafting legislation, approving budgets, insuring the young people continue to have a voice that will be acted upon by government. thank you so much. i am working with two great supervisors and we are working with tech companies, to make sure if you wanted that job, you would be able to work for a company like them, who has their international headquarters right here in san francisco. did you know that if you kept focus on the educational background that you want and need, you can make it into the top jobs? besides the great money that they pay, the workers who want to be here -- want to be here in this great city. they enjoy the culture, diversity, diversity of food, diversity of people that live here. you are all reflected of those diverse cultures. so we will do our best to make sure we are working with our school district, community college, with our san francisco state university, and with private donors, a program i called bridges to success, which we are working closely on with dcyf, school district, school board, to make sure that we not only encourage people to go to college, but when they begin in the experience, that we support you when you are there. that you go all the way to succeed in your degree. as i told you on youth a

live and work. we see kids growing up in the tenderloin. they need to know the history of this area. we also need to make sure that not only are they safe, but that they appreciate the history of this neighborhood. i want to thank everyone is level of cooperation here. we have a piano theater coming in. we have the underground for the clay and ceramics. that will represent the role that part plays in helping us for a revitalization to this neighborhood. we are doing that at central market as well. and we are trying to revitalize this whole street. this is ground zero for where arts and civic minded this come together with local government, to forge a ongoing partnerships to make this revitalization their welcome and new. also, if you go around the corner here, you will see the newest restaurant around. they are investing in our neighborhood. a great restaurant has come in and they are going to start another trend of great food. you see the revitalization already happening. the inspiration comes from
