i want to make sure that san francisco has a working class population. i want to make sure we do not take for granted because we are seen as more cosmopolitan, that that excuses us from not tackling issues of poverty, which there are still substantial pockets of it in san francisco. just by what others may argue. that to me obligates our requirement to make sure this city, being in its reputation of being forward thinking and progressive, learn to -- learn to make sure that that translates into economics so that this isn't a city just for those who could afford it. >> what do you feel like are some of the biggest issues facing your district? >> well, when i came into office in january 2005, a number of areas of our district, as you outlined in your opening statement, really confronted different neighborhoods in different ways. district five is by far one of the most interesting drawn districts of the whole city. my western border goes almost into the sunset. my eastern border is goss street, my northern border is california street, our southern border is

she attended san francisco state university in 1971.a student teacher and has fought for at the studies while earning degrees in economics, a process that is, and social work. getting her degree, she met her husband. they have raised four children in the mission. in the 1980's, eva and other mission community activists to join together for the san francisco voter education and registration project. she'd been organized the great boycott committee. she served as regional manager and a spokesperson of that organization until 2002. in 1988, the ufw co-founder was brutally beaten here in san francisco by a police officer. as a leader, -- there is a happy ending to this story. after a three-year effort, she worked diligently with the college and to ensure justice for delores and to ensure there was a change in the san francisco police department policies regarding police reaction to legal social protests. in 1994, she organized the cesar chavez street coalition. to change the name of army street to cesar chavez street. she led a campaign to

because san francisco is so young. -- because san francisco is so young, it is riddled by faults. i have a map that shows the faults across the bay area and san francisco. the granddaddy of all of these is the san andreas fault. it is the longest. it can generate the greatest earthquakes. >> it is just south of san francisco. it goes offshore down here. >> from my house to the fault is about 3 miles on average. >> the closest area in san francisco to the fault is this area here in the southwest part of the city. people said that the closer you are, there are conditions that exacerbate issues. >> the fault's effect on development depends on the fault type and soil component. the san andreas is the main fault. there is the hayward fault. the difference between the two is that the san andreas is predominantly offshore. the hayward fault actually crosses beneath populated areas and poses a larger threat. as we speak, there is a 67% probability of a major earthquake on one of these faults in the next 30 years. it is of major -- high probability. it is a magnitude 6.5. the 1906 was 7.9.

i m leader pelosi's district rector in san francisco. i've been with the for about nine years, and we are excited to put on this forum today to help people learn how they can access credit and capital for their small business. click background on some of what was accomplished in the last congress when later closing was speaker of the house. she had had 16 tax cuts signed into law to help small businesses grow and thrive. as we know, during the last 15 years, small businesses account for about 2/3 of the job growth in our country, but when the bush recession hits in 2009, 2010, small businesses were hit particularly hard. small businesses are the center of her agenda. congress under her leadership gave 27 million small businesses tax cuts. two main pieces of legislation -- the small businesses jobs act in the information you have, will create a total of 500,000 jobs and create eight tax cuts. they are all described in the packet you have. also, unleashing up to $300 billion in credit for small businesses to access. there are another eight

san francisco circle. not a lot of people realize that more cars travel through one of those intersections than any other in san francisco. we had to shut that down and completely rebuild the intersection for the muni winds utilities, and overheads. we pulled it off. we got through it. now we have pedestrians walking through safely. we have the trains going through. it is cleaner, faster, safer. vehicles can get through there. it is a small thing, but quality of life when you do not have to deal with a bus stuck in the intersection -- that was a big deal. i am proud of the way the mta got through the major project without causing major problems. >we have lots of park improvements happening that will definitely benefit our youth. playgrounds the within the last few years have been renovated. for the entire community, a suspected is the young people that benefit best. >> talk about the merchant district and some of the things that will be important for the development of local businesses in san francisco. >>

so the san francisco bay area, once again, in the league. in the private sector that the mere reference, the low-income housing tax credit, has been a priority for our office for nearly 25 years. because when i went to congress, it was iffy. then it was we had to approve it every year. then we wanted to make it permanent. that was a way for the private sector to visit a low-income housing tax credit to exploit, and the best possible way of using that term, the other community resources that were available. but what is really important about this is, of course, that the president took the lead, had an idea, appointing the people that can make it happen very quickly, and the fact is the most important people involved in this are the people who are served here. all you need to do is look around here, visit the apartment of the continuum of care, where the needs of the residents are met. the roof garden, being outside right here, to know that this is about them, that they are the important ones. they are our vip's. the dignity they reserved -- a

we have a wonderful city of san francisco.pride ourselves in being an international city. begins with celebrating all the diverse cultures and making sure everyone is recognized, that we have our education institutions reflect that, our cities, official events, reflected that but i know i have benefited greatly, not only as an attorney, but as someone who has worked in the city to have worked with so many leaders of the arab-american community. the business leaders have done very well here. knowing, also, the challenges that you face -- i also know there are so many examples of arab-american leadership in the technology world. just look at silicon valley and see how successful arab- americans have been. we are now recruiting those very companies to come to san francisco to make sure that we work with you for job creation. i am also very excited about so many small-business owners who are of arab-american descent. you have done so well in working in all of our different neighborhoods. i want to continue working with you. i also

i love being in san francisco. everything we just talked about, part of the reasons why we are there. i like because of where we are in the neighborhood. it is something that cannot be overlooked. commissioner dooley: just about the timeline of how this rolled out, what is the notification process over the three years? >> three months after the zoning took place january 19th of 2009, the planning department sent out a letter for all property owners. it was about 7000, they told me. it has been rezoned, uses without permits. there is a legitimization program. i saw that, and number of clients and said, what is this. unfortunately, it was drafted by attorneys. it is sort of an occupational hazard. a lot of people really didn't make sense of it. it also went to property managers whose addresses a were -- i went to the director of -- i went to the director of planning about six months ago.
