>> thank you for having me. i do have to point something out. i was not the president of the california police officers association. it was the california police chiefs association. i spent 21 years in the city of torrance in southern california before coming up here, a city of to under 50,000, about 350 personnel. -- 250,000, about 350 personnel. much smaller organization. completely different type of agency. but one of the things we found was to my career and particularly at the beginning, there was really no classis% -- classes pe se, and we started a course on how to be a successful chief. a very strong component of that was an ethics, and what is the chief's responsibility within their department relating to at the experience included in that, it had to do with the abuse of power and misconduct. i was -- i guess you could say "a whistle-blower." i put together a case in which three officers i have worked with had been nearly to deaf a game and what they were off duty. -- nearly two -- to death a gain man -- a gay man when they were off duty.

i have lived in san francisco for 59 years. to take this opportunity in front of a full room to import the board of supervisors to take up some sort of discussion about a dedicated man who died under mysterious circumstances in 1999 as a city employee at san francisco general hospital. i have worked side-by-side with this man. in my opinion, the city has actively delayed any discussion of his case. the man's name is joe. joseph molleston. this is the year of the dragon. i am a dragon. i will not tolerate any more delays in any discussion. i hope it will be discussed at next week's or this week's government audit and oversight committee hearing. i would like to issue a warning that i expect that committee to do its job like it has been done in the past. i for one am not going to tolerate any committee like it has been handled in the past. the previous speakers intimated that there was some sort of problem with the residency of the supervisors. i would like to say, for the public, there is one supervisor that needs to clarify his

i have been coming here since the late 1960's. i think i used to sleep on some of the streets that he owned. [laughter] this is -- i live in austin, that this is still my favorite city. i felt like i have been privileged, quite a strange stroke of fate to become actual friends with a genuinely great person. and i think honoring warren in any way possible is a real good idea. i have a sort of innate prejudice against rich people, and i did not even realize until i became conscious of id, as i realized how wrong it was. warren -- was introduced to warren, and i did not know who he was. he is just a great guide that i thought was a promoter of the festival. a promoter of a festival. and we just had this common love of music and also a very silly sense of humor. i am trying to encapsulates the big here. he is such an important part of my life in the last 10 years. i just would not have wanted it to happen without him. and the idea of honoring warren -- and i have to say, his family, too, because in every way, warren has exemplified wha

for the last 12 months, i have been presiding as president, and i have enjoyed the role very much. i believe that it has been a productive year for the small business commission. it has pretty much been a year in which we have been able to steer legislation through to the board of supervisors, to the mayor's office in such a way that we have been able to almost have a unanimous vote most of the time. not always. i would be very scared if it was always unanimous. it has been good that we have been able to get consensus of a lot of the times. some of the more important items that i think we have addressed the i have presided over, i believe, to some degree of success, recommendations that we made on the health care security ordinance. and comments that were made during the hearing of the proposed legislation that was taking into account by the mayor and when it was put forward by supervisor cohen and supervisor david chiu. the first, as i mentioned earlier, the first version that came out would have quite a brutal impact on the small business community. we were very instrumental in g
