the first drug court began in 1989 in miami-dade, florida. at the time miami was experiencing, miami-dade county, too many drug non-violent offenders coming through the criminal justice system. recidivism was extremely high. a judge down there by the name of stanley goldstein created drug court. today about 2,500 drug courts in all 50 states. they save money, cut crime and now they are serving veterans. 75% of those who graduate a drug court never see a pair of handcuffs again. so by sending somebody to jail or prison which costs the state -- in oklahoma, for example, $23,000 a year, it costs about $5,000 to $6,000 to send them through a drug court. they're working. so because of that infrastructure drug courts were able to have veterans treatment courts. the history of veteran treatment courts. a good friend of mine in buffalo, new york had an amazing idea. he saw so many veterans coming through on mental health dockets and wanted to do something about it. he started the first veterans drug court in 2008 in buffalo, new york. now, these court

>>shepard: i thought in florida, south florida, miami dade and palm beaches vote like the north and northrida, all the way into the am pit of the state, and down, that votes like the southern part of the united states and the corridor from tampa to orlando to daytona is where it is decided. >>guest: you know your florida politics. i-4 has dominant evangelical tint and the west coast there is a lot of midwesterns, so, in a lot of ways this is a real part of the national campaign. newt can compete. he is not at easy to knock out as romney thought. but it will be so expensive that both of the candidates could be out of breath by the time it is over. >>shepard: you could spend tens of millions in florida when you add up the market size, miami, and tampa huge, and orlando is big, and then you have jacksonville and the panhandle and the palm beaches is another market. just to cover those television stations costs tens of millions. >>reporter: you have to talk of this in terms of a marathon. maybe the temptation is to try to deliver a knock out punch in florida but it is not going to happen. the
