supervisor mar: thank you. alex rosenthal? >> thank you, represent festival producers, event promoters, entertainers, and fans. i am here to emphasize the importance of the outdoor festival to the san francisco music festival. as the supervisor noted, they are an essential part of the local economy. i believe the referenced the study that came out, which we also support. today you will be hearing from san franciscans from all over the city that love these outdoor festivals because of their importance. many of these folks are from the richmond and sunset neighborhoods. you will hear from san franciscans whose livelihood depends on these festivals. carpenters, state workers, a restaurant workers, convenience store owners, and performers. they will tell you that golden gate park is for everyone, not just the neighbors that live around it. i would like to ask the folks in the room if you are in support of the upper festival. a pretty powerful statement, there. thank you very much. we have at least 45 folks in the overflow room. we

supervisor mar: ok. supervisor? >> thank you, supervisors. there is a need for having some sort of control for housing. for students. primarily, hopefully, new construction of housing that would provide a and save the housing that is needed to and expand the housing supply because of the critical shortage supply of housing, but there has been some concern about this, whether there be conditional uses that might be provided for this, and there would be some question whether that would be policy if you were, in effect, saying that you could convert existing housing. the important reason for that is, as you all know, the existing housing is the most affordable housing we have, and once we do something that converts it to other uses, that really changes the affordability, and also, that changes the demographics of our city, and that has been happening for two or three decades. i would urge that this legislation be continued to examine it more closely, and if they will permit housing to be done, it in terms o

i would like to clarify some statements that supervisor mar made. we're required by city wireless guidelines to submit the report and pay for it. we're simply complying with a lot and it is not generated by a private engineering firm that is approved by the city and county of san francisco. at&t was granted a conditional use permit to replace up to four wireless antenna on the building operated by the jurors bureau of investigation. at&t originally sought approval , and voluntarily removed one sector at the request of the landlord to address concerns by the hebrew academy. under the wireless communications services, this is a location preference psyched for publicly used structures. although not required, we did conduct an exhaustive alternative site analysis that is also in your packet. all were preference the seven sides with the exception of 1300 elbow which is the address of the appellant. it is the only other preference in one location in the search area. the location was for the preferred because it had an existing and touch that had been loca

since last -- the last hearing a couple weeks ago we did attend the public meeting that supervisor mar had on friday and would like to thank him for having that and that was a really important process for us to hear the neighborhood as residents' concerns personally and i've taken that back to my client and we've discussed that. trying to make this within two minutes. let's see here. as you've heard from nicholas king and the entertainment commission, there's two parts to this, procedurely and process. what you've heard is that we have implemented the entire safety plan, not only are we a responsible business owner and operator, but we've gone above and beyond and implemented safe recommendations and will imimplement captain sanford's recommendations and we have follow-up security on the 31st and also reviewing supervisor mar's recommendation of doubling up on security. in addition to that my client here, mr. kahn, as has also volunteered in closing outside dining, offering free coffee. and no one mentioned this yet but we're also going to increase security on the holiday weekends and
