it could eventually hit the florida panhandle with winds at 100 miles per hour. danielle nottingham is in tampa right now where they are preparing for impact. danielle? >> reporter: bruce, governor rick scott has already declared a state of emergency in florida, but so far, it hasn't slowed down the republican national convention. security officials are sweeping the tampa convention center and tampa forum. if you can look behind me, they are patrolling the waterways surrounding the convention grounds. tropical storm isaac flooded parts of haiti, and its winds tore apart tents people have been living in since the deadly 2010 earthquake. this woman says most of the tents have been destroyed. "we have no place to go." officials say at least three people died when the storm blew across the southern peninsula saturday. isaac battered cuba with 60 mile-per-hour winds. waves crashed onto shore causing flooding in the eastern most cities. forecasters say isaac is making its way toward the florida keys and could become a category 2 hurricane early in the week. >> we're fo

that area of the coastline we know from past storms from louisiana all the way to the florida panhandle, very vulnerable to storm surge. >> reporter: isaac is bearing down on the gulf coast as this area prepares for the seven- year anniversary of katrina on wednesday. 1,800 people died after the levy system failed, flooding neighbors everneighborhoods around new orleans. after katrina hit, this area was under more than 20 feet of water. since then, the army corps of engineers spent $14 billion to build bigger, stronger levees and walls just like this one. new orleans is now protected by 133 miles of new levees and floodwalls. many people outside the levy system are being told to evacuate. bruce harris lives inside the walls and is staying. >> before katrina, we were real vulnerable. now we're not because of all the levees and improvements they made. >> reporter: harris believes those improvements will keep him safe during the storm. drew levinson, cbs news, new orleans. >> a state of emergency has been declared in mississippi and alabama as well. 8,000 people on alabama's coast were tol

not so good to the panhandle. it has had a hard time getting its act together but that is a big storm which is the case with such a large storm. when it does get its act together it will be a stronger storm. this is what the models do: they are all in good agreement to the west and northwest. a lost land that it will interact with. that will determine how strong of a storm we have when it is back out here across the water. a couple of models we like, there are two that are very good at this. one has been further off to the west and one further to the east. today they came in more in alignment and potentially we are talking about something right here across the panhandle of florida, a later time, praise, so, maybe wednesday or tuesday morning, it also gives us a lot more time over water. that is not good news. we are potentially dealing with a stronger storm landing tuesday night or wednesday morning. >>trace: we talk about the wind and rain during the hurricane but what about the storm surge in tampa or off the co
