just a quick overview of capital funding, a discussion of muni performance, and then speak about the tpirogram, which, as supervisor wiener said, one of the purposes of is to increase ridership. so looking at the big picture of our capital funding, and sorry that that's not showing up right on the screen, we have undertaken a comprehensive' quy capital planning process that starts with a 20 year unconstrained plan that lays out all of the needs for all of the assets that mta has. from that, we develop a five year capital improvement program, which is a fiscally constrained program and a a two year capital budget. the constrained budget is almost 24 billion to bring it into a state of good repair, calls for expansion and enhancement needs of the figure, nearly $6 billion, we would need every five years. when we bring that down to a five year cip program we have about $2 billion identified, outside of the central subway to meet our core needs, which are articulated at a project level detail in the two year capital budget, which the core of which is bringing the system into a state of good

reiskin himself noted during the hearing, and as was noted during the presentation of the tpi fundingat has been allocated for san francisco, it's money that can be used for different things. and the fact that the mta board of directors chooses to use this increase the accessibility of public transportation for low income youth does not mean that the mta cannot, at the same time, turn around and use some of the money for maintenance. that somehow the lack of reliability of the system of an agency that has anpvpx& $800 min budget rests solely on the fact that it's going to make public transit more accessible to low income kids, it's simply not reflective of the reality that has been true of muni for the last few years. muni, to the extent that their issues about maintenance, the reason for that is not because of the funding of these types,%f programs. to the extent thatmine is failing or hasjpn,1 to address those issues, it is not because of somehowqpihb making public transportation more accessible to poor kids in this city. i think it's simply unfair to place that responsibility on

. * the mta, senior management and board of directors will soon be deciding how to spend this tpi money, the $6.7 million, that can be used to maintain and improve the reliability of the muni system. in my view, this is a test of muni management. it is a test about how serious this agency is about reversing the decades of severe under investment and the reliability of the system. i am also today on the bright side, introducing a resolution to approve the purchase by muni of 17 new 40-foot hybrid diesel buses. we recently approved the purchase of 45 new buses and new funding has arrived and we're able to purchase even more. so, it's great that the agency is able to move forward and increasing the number of buses that we have on our streets, and the rest i submit. >> thank you, supervisor wiener. mr. president, seeing no other names on the roster, that concludes roll call for introductions. >> thank you. why don't we go now to general public comment. >> the next item on the agenda is the opportunity for the public to address the board for up to two minutes, generally on items within the s
