this is the story of our city. our port has really defined our past as i think that we all know, the first 49ers came right here to this spot to build this city, during world war ii, our military ships were recommissioned, right here from our port. we know that our friends from labor as the mayor said, built our city, starting here with this water fort and this is the story of our city and we also know that the water front in the port defines who we are and it is amazing in 2013, if you just walk along the water front in my district, you will start at the fisherman's wharf street scape improvements and to the cruise ship terminal that we just cut the ribbon for and you walk down to the terminals and the ports where america's cup will entertain a million, international visitors within a few months. walk down a couple more blocks to piers 15, 17, where we are going to see a half a million kids come to go all the way down to what we know that will be the next site of the warrior's arena and down to the ballpark and the

and in the non-public session terrors in just one year wife turn our city plans into action for our city. san franciscans are getting more it's not to work in this city. we have truly become the ending - innovation of the world. we have formed strong partnerships to give back to our city like code for america. and because of the choice we made together we have renewed confidence like rb and b to stay and grow in your city where we've even attracted others companies to pull up stakes and move to the - our area of san francisco. we found that for every job created in the tech center more additional jobs are created outside in the other areas. we're a board based foundation for our city to extend the recovery to all our residents. all our board of supervisors shares we're making things once again in san francisco. providing jobs once again for all people in our manufacturing sector. there the conspirator leadership of kate and her board and with the continued support of our workforce and development our job growth has out passed decades of decline were we're putting people back to work in l

and thank you for visiting our city. i hope you had a great time while you're here and you will continue to explore the city this weekend. you are very lucky because we have a great, great weather. it was winter not too long ago. i think the last 24 hours, and today it's borderline between spring and summer. so, you guys lucked out on the weather. i nominated the academy university because of its commitment, long-time commitment and dedication to the beautification of san francisco. they, too, have been involved as a partner with dpw going on 10 years. they have supported the community clean team. the students and faculty come every month in large numbers to plant trees, pick up litter on the streets, and abate graffiti. and in addition to that, the academy adopted 16 city blocks in the city whereby our cap a sigma fraternity go out there every other weekend to abate graffiti. * and i was hoping that they were supposed to be here, but i told them to be here at 4:15 to accept their award. but they're not here yet and that'

three years ago i was happy to work with mayor newsome to pass our city's first open data ordinance and at that point we were a national leader in the open data movement. unfortunately we have fallen a bit behind. at this time we have about 500 city maintained data sets, but there are literally thousands of data sets that we could put out to the public. we have known in recent years that the release of government data and improved partnership between government and citizens has led to many successes at improving government. we know this is good for open government. this is to help provide more information to the press, to the public, and really ensure that as we analyze our government data, this is leading to innovations throughout our communities. i want to just take a moment because some of our colleagues have asked me, what type of data are we talking about? let me give three examples of things that i think we could really move forward on. first has to do with rec and park. four years ago the very first meeting i had with now director phil beginsberg, i asked him when the city was go

in south of market and mission bay, and all of our city works together to keep our city safe.nd that involves both our taxpayer dollars, bond dollars and also the volunteer hours of the residents who want to work to make this neighborhood and city great. so it is an honor to be here and sign the last beam of steel, i was told that there are 6206 pieces of steel in the building behind us and if you lay it flat, from the ballpark behind us it would go all wait to the oakland coliseum and that is pretty incredible. but i know that i will be hanging out here for a while at least as we wait for more development to happen in mission bay this will have one of the best views of our games. >> so, some of us will be coming out to champion our giant's team as well. thank to everyone who was involved in making this very important effort for our neighborhood happen. thank you. [ applause ] >> so, i work for the city for over 13 years. and one of my first jobs was to maintain the hall of justice and so i can't tell you how happy i am today to be standing here. i just can't tell you, because

in the wake of new orleans, our city government started looking at how we prepare our self. and one thing we discovered was, as you all know, the relationships that exist on the ground between civilians and between our first responders, really will help to dictate our success in tackling not just our response, but our recovery. and this is why last year in my district, in the heart of north beach which i hope many of you will have a chance to visit, we set up a coordinating council, and this is a council made up of local residents, neighborhood associations, merchant groups, churches, nonprofit organizations, city officials, and first responders. the task of this local coordinating council was to figure out how do we deal with that first 72 hours and how do we recover? and we've learned an awful lot as we've developed these relationships and how do we avoid the mistakes that were made after hurricane katrina? but what we've also found is that by simply convening these groups, we are preparing ourselves not just for what happens after a disaster, but we are literally building

we have a huge problem in our city with cigarette litter. we found that through our litter audits that we have done, we have a higher rate of cigarette litter in our cities compared to other cities in canada. expanded again in 2010 to include needle disposal and i said in the other session, this is what i am escaping from in edmonton right now. yay, san francisco. so we have a snow angel program where we ask citizens to voluntarily shovel the snow off their neighbor's lawns. so these are all the programs offered by the capital city clean up program. we started in 2005 as part of the waste management branch and this past year in 2012 we were moved to the community standards branch which is where we are housed now. so we have a very strong link with our programs between the programs that we offer and the community standards or community bylaw ordinances that we're operating under. the lation that we focus in on is 14614, that is the bylaw that governs litter pick up in the city. community standards 146400 is the graffiti standards bylaw. our by

hundreds of cities have adopted open data. some of our peers like new york city and chicago have advanced the movement establishing fairly sophisticated legislation and practices. so, this open data revision is really a response to that, but not really for bragging rights. it's really to establish a new change in our operating system, to change the mind-set of our staff, to have them recognize that openness is fundamental to our government, and that we need to really embrace that and change the way that we do business. so, just really quickly, the legislation itself has president chiu mentioned establishes chief data officer which will work with the public as well as city agencies on establishing best practices, policies, procedures, technical architecture, work closely with the data coordinator which will be an existing position within each agency. and, so, you're recruiting this organizational structure and network within our city family to really accelerate the release of data to the public. and one of the main things that the open dat

these individuals are the fabric and heart of our city. and unfortunately, many of them, not only in the southeast sector, but most definitely in the southeast sector have experienced the tragedy and trauma of violence. and i want to say this about the people that stand behind me who i am very honored and privileged to work with. that when i speak to people, i'm very proud of the work we do. that they are there at ground zero. when these events that have stained our city have happened, they are there. when a six-year old child or an elementary child is shot on third and paloo, they are there when she was walking to school. a young child was walking with their grandparent trick or treating on potrero hill, they were there. all of these things that have happened in our city that have brought shame to what we call a beautiful city, these young men and women have been there. and, so, with all that said, when the budget comes and these proposals come before you, some of them are glamorous. the redevelopment. please do not forget the violence pr

for those of you who have not heard, she has been embedded in the history of our city and particular the city of the struggles of the chinese-american community. she came to seven cisco 1949 as a young immigrant; she graduated from galileo high school. she joined the chinese-american democratic youth league, at progressive organization within the chinese american community. i know it is hard for us to appreciate this today but at that time, chinese-american organizations were subjected to surveillance and harassment of the federal government, by the fbi as well elements of the chinese american community. laura has been and was a heroine in furthering these causes in the fight. ever since those days she has continued to engage in progressive causes and community service. she has been involved in significant groundbreaking research into chinese-american history. as an aside, she supported her late husband mark li, after whom the chinatown branch library is named. laura's name also adorns the heart of research and learning. i wonder -- i want to thank laura for generously donating time m

we'll maintain the condition of our streets and we'll make municipal transportation systems in this city work the way they want to work. don't get close to our municipal syst system that some folks may say. we cannot let politics be our guide. paris london and england has great transportation systems but look at san francisco. achieving a world class transportation system is a journey forward not a december nation but let's approach our transportation challenges the san francisco way once again through consensus and common and let's us take up the hard work and take the first part of the journey now. an equal exchange is the availability of housing yes. in spite of all we're doing for every of every income especially low income families. i know smob about this topic i'll fought to get this under control from my long hair days. we cannot defy the cost of living in our town. we haven't built enough new housing. last year, we began to make some progress in november the 0 voters passed the housing trust fund for the next thirty years for affordable housing for first time home buyers and than

this is what matter for our city. we have an agreement that protects our financial agreement as a city and we have also learned so much in this process and we are going to continue to keep our city our eye on the ball and make sure we have a secure city. and to thank people around the podium here for different city departments, barbara garcia i , to all of our trade members, to the community coalition, to vince from the alliance, this has been a group effort and a group supporting us today. i couldn't be prouder to be part of it. at that point we turn it back to lou gerardo.
