wrc is reporting total so far is that four people have been shot. apparently the first victim of this lone gunman and of course the situation about the exchange of gunfire that apparently took place a few minutes ago. i want to bring in frank thorp, a reporter on the scene. tell me what you see and what you have heard. >> it's still heavy police presence outside the navy yard. there was a group of people that were in the office when the shooting happened. the woman that was there for the shooting department want to talk to the press, but they were going through a list of people from the office and making sure they had a list of everybody was who safe. they said one person in the hospital. they are rattled. man said he was in the building and said he was walking through the hall ways trying to get an older woman out of the building. he got out safely, but right now there is a heavy police presence. s.w.a.t. vehicles are still being driven in. still being circled by helicopters here. people are definitely rattled. >> thank you, frank. let's get you up

we also have conflicting report from nbc station wrc sources that tell wrc there may have been two shooters. but again the latest information that we got from jim miklaszewski from top naval officials who were actually inside that build is that the shooter has been cornered. we also know that he was heavily armed. washington hospital center says it has received the wounded. in fact we saw some of them being taken by helicopter, airlifting the victims, rushing them in for treatment. and schools in the area have been on lockdown since this all started. it all started to unfold about 8:20 this morning when three shots were fired. initial reports were it took about an hour and ten minutes for them to get to the gunman. u.s. capitol police as we just heard have increased their presence all around the capitol building as a precaution and air traffic has been temporarily shut down at reagan national airport. let's bring in nbc's jim miklaszewski. jim, what's the latest you're learning? >> reporter: well, senior navy officials tell nbc news that at least a dozen people were shot in this shooting ra

again, i go back to this wrc report that the shooter is dead at the scene. one of the reports that we had earlier this hour was that there was a single gunshot heard within the last half hour and that might have been from officers neutralizing the gunman. >> reporter: yeah, hi, thomas. we did not hear the gunshots here, but there is a significant escalation in activity. we just saw a half dozen at least law enforcement vehicles come flying down the street on m street, including a black sort of s.w.a.t. van. so suddenly there's a number, we can see law enforcement. i can't even overstate the number of officers who are here on this scene and they are at this point actually moving pretty quickly back and forth to the vehicles. so if in fact the shooter has been neutralized, that would make sense in the context of what we're seeing here. >> kasie, again, as we're saying here, these early reports coming in that the shooter has been neutralized on the scene there at the navy yard, have you been pushed back further? as we spoke before, they were widening the swath,

seem to be any other indications of that from all our reporters at the scene, our local reporters at wrc, tom costello. there doesn't seem to be an active search. can you explain police procedures on this? >> i teach a course on news media relations, the most important word for police chief is preliminary. cathy lanier used that preliminary and appropriately so. what she was dealing with apparently was information there may have been potentially a second or third shooter she referenced. that was she tried to explain the very large perimeter and the fact they were conducting large searches, based on surveillance video, which i'm sure there's quite a bit on a military base in the nation's capital. i think it's becoming quite clear at the moment, however, it may all been the work of one shooter now deceased. i think the larger confusion at the moment is the potential number of victims. i've only heard reports of three people at a local hospital. the deceased shooter, that comes to a total of four. yet we keep hearing 10, 12 victims that would indicate there are certainly and unfortunately a

one witness described the chaotic scene to wrc earlier today. >> this morning about 8:30, we heard what we sounded like a pop gun or gunshots going off in the building, but far away. like it wasn't very close to us. couple minutes later, somebody was running through the hallways, telling everybody to get out of the building. couple minutes after that, the fire alarms in the building went off, the automatic way to evacuate the building. i ended up on the back side of our building in an alley way. evacuated a bunch of people, pushed them in the right direction to get them out. and then it was an individual who came from the building behind us, was talking to me, basically saying that, hey, heard there is a shooter in your building and then heard two more shots. one of them hit him, he went down in front of me and i took off from there. >> reporter: the guy you were with? >> the guy i was talking to. >> reporter: got shot. >> correct. >> reporter: and what was his situation afterwards? just moved or did you try to assess? >> he was shot in the head and it not look like he made it from i ra
