joining me now is oklahoma congressman, james langford on the budget committee and on a committee.n a lot of controversy on what has been going on in washington and one question comes, who is running the house strategy? is it speaker or senator ted cruz because that's the question out there in the public. so who is running the strategy in the house right now? >> i hate to say this, but it's the american people in our districts running it. there are other folks in my district and other duistricts saying they don't want a shutdown but they don't want obama care. and they are saying to find any way to get relief, and the last office was pretty straightforward was saying we just want to make sure that individuals won't be fined just like businesses are not for the next year and members of congress and the white house all of obama care applies to them, and they have to live under the same law. those are the two things we put out there and we think that's pretty clean. >> i agree. i think those are reasonable things. why didn't that get put out a couple three weeks ago rather than after

so he finds the situation very painful. >> well, he may understand it james langford, but the government shutdown has directly led to an appalling situation, the idea that you could lose your life fighting on the battlefield for your country, and your loved ones left behind are deprived payments because of the fighting between the two, it is sickening. >> it is heart-wrenching, you can never repay the debt the country owes to the sons and daughters for the people around the world. but as we walked through the process two weeks ago, the house passed unanimously the resolution to make sure all the military is paid and we can continue to move forward on it. the senate took it up, passed it. the president signed it. the next week, eric holder and the department of justice interpreted this one-page bill that said all military, all civilians connected to the military and all civilian contractors connected to the military continue on. he was very straightforward, and clean, for a week we had all of these bases, the military contractors laid off. we still believed the original bill we passed two

. >> dana, let me just quickly bring in republican congressman james langford joins us live from capitol hill as well. is obama care, the idea of changing it, of altering it in some way, defunding it, is that off the table now for house republicans? >> what's interesting is that's still on the table for us. that's still an ongoing part of our conversation but it hasn't been a part of this particular conversation in two weeks. that's not been news. the last proposal that we put out as house republicans was to remove penalty for the first year for people that made a mistake or didn't want to sign up for obama care just the individuals. businesses already have had the penalties removed from them by the president. we asked for individuals to get same treatment as businesses did in the first year. and then to apply obama care equally to the white house and to members of congress. and so that's already been there. i know there's been a lot of statements to say we haven't moved. we feel like we have negotiated this. and i would take issue with a couple of things that dana had mentioned earlier.

liz: my apologies, representative langford. let's get to the issue at hand. today are there any breakthroughs in coming together to resolve this issue of raising the debt ceiling? representative campbell, will let you take -- lankford. >> i would try to say it like john campbell say then fell in for him. there is up in a major breakthrough. the debt ceiling is coming up. first things first, the budget crisis right now. with the government's somewhere currently in reactors all that. hopefully we can do that sooner than later. if it keeps up another week or so we're running right into the decile initiations. very different, as you mentioned multiple times to be very different than just this government's slowdown. it really is shut down. liz: where do you stand? there are some democrats who have started to feel that there are certain parts of the affordable health care law such as the medical device tax that in the might be offering the president some wiggle room on making some type of concession. to you agree? >> i don't think so. we have an opportunity, the sp
