, but we observe 60% and that's one of the things we find when we health status. they many times don't know that they're sicker and have reported their homelessness due to finances and other half reported it due to their health ou know a reasons. again, i talked a lot about the affordable care act. we want every homeless individual to a primary care home. ave done some work a crisis residential. last year in the budget we did a good job of repurposing our behavioral health center because what we found was that the federal government is now changing what is acute in psych for psych beds. and, so, those who were -- so, we have a large group of people who were not acute in the hospital at the very expensive level of care. so, we wanted to build some layers of care that were more appropriate for them and, so, we are going to be opening up 23 psych respite bed so those who are not acute in january san francisco general in the psych area, they'll be transferred over to the psych respite area so they can continue to get care, not acute. we won't have to spend the dollars

carried forward we have every year we use a little bit more than a dollar or less, over all we have a carry forward of $400,000 for the prior years and 2013 you can see the increase went in but it took us time to hire everyone. we have a surplus from 2013 and the $700,000 annual revenue. we have a total of $2.6 million. the recommendation for 2014 is to continue the building that we are doing for the health service system against using these funds to meet the charter requirements for the data analytics state and wellness efforts and initiatives. the on going, this rfp for this data base and the analytics $500,000 and analytics $500,000 and to go into a little bit more detail on the data analytics the data base implementation is expect to cost $175,000 of software licensing 250 and consulting services. this is a 1 year bill expense and the on going expense is close to $250,000 a year so we'll be back down to what will be supportable by the 205 annually once we do this initial build. that's similar to the neck the -- next page which is the communication and a lot of it is building and w

we are not sure if we need to go that far. we called for a demand reduction system wide. the mayor did issue yesterday directive to city departments that it requires to further reduce their consumption by 10 percent. they have reduced in the department but it's calling for more. the department water conservation plan and educate staff and visitors and non-portable water and water supply. mr. carlin made reference to this in his presentation about the rim fire. the cherry lake, the lower cherry aqueduct that can take water from cherry at early intake. that system was damaged by the rim fire. we have a project going forward to repair that damage and fix some preexisting problems better to convey water from cherry into our systems. we are working now with contracting staff and environmental reviewers to see if we can put that project in place by fall. in effect, october 1st is the date i have asked people to put that project in place. even if we get a couple more storms, this asset will be necessary as guarding from a problem next year. we need to move on this. we are also b

so, how do we, you know, we ever going to have to administer and do we, i see that there is a pretty small, 2014, budget we are a pilot site for smarter balance and what is the technology to need to take the assessments when they are ready. so yes, the, so, basically the district is going to commit to make sure that the school sites have the sufficient technology and we are using a ratio of one to ten as suggested by the state and in order to meet the 12 week assessment window. and this actually exceeds that ratio because as part of that plan we want to make sure that for the lower grades, three through eight, that we do not have to split class sizes so there is a cart of 40 or 45 depending on the class sizes so they can roll it into the class. so, we actually do exceed that for that purpose. and the amount may look small and part of the reason is because we want to make sure that we maintain the refreshed deviceses and so these will be leased over a three year period and so, this represents that first year lease. and the wireless is included in there as well and so we are going to m

so as such we treat it, we show it separately but we don't add it into the total need and i'll talk a little bit more about what triggers seismic. in the pie chart it shows a breakdown of those elements again as maintained in the data base for state of good repair, our 1.6 billion dollars is broken into the three elements, the backlog, which essentially equals our deferred maintenance, what's already on the books, what we haven't done, it's not the same as the capital appreciation number that elaine referred to. in fact, this number isn't part of hers, hers really reflects the next item, which is the renewal. so as we go forward over the next 10 years we expect some systems to wear out and have to be replaced, that's what the renewal costs represent, costs we will incur for our existing facilities as they age and as they require repair or replacement. there's also a category called one time. these are non-cyclical items, i'd note that for example we have a big project in here for repairing the under pier utilities. that's not a, it's not driven by annual renewals, and sometimes driven
