you you know how much our city has changed and the biking has changed our city for for the better i wanto share a few examples i remember personally biking here two years ago i was left hand lane i was one of the few women out there biking hold on one second (sirens). i'm not left hand lane biking in san francisco anyway those of us biking make up 2/3rd's of the biking on market street in has a valley and the lower hate more than 10 percent of traffic on our streets 0 o is biking we see literally thousands of people ridding literally as for bike to work. 20 years ago biking honestly was an afterthought in our transportation system today, the city leaders know it's important to keep san francisco healthy just last week we've launched the bike to work program and special thanks to bart that lifted it's blackout on bikes altogether last year. we see employers really recognizing the value of biking their prior tisz inside biking for their staff and the off-street parking be replaced by bart corals and their 0 no dummies it make sense because people biking and walking and taking transit spend

city's expenditures. i do want to mention that the city's audit includes many different components and our audit by [speaker not understood] includes all of the city's funds except for the missing components being audited by kpmg which another person will [speaker not understood] today. for the comprehensive annual financial report we issued a modified opinion as is previously known as an unqualified opinion which is the highest level assurance that you can achieve under an audit. for the second report that i'll go over, there are certain required communications that we have to communicate to the governing body under auditing [speaker not understood]. i'll go over that in just a second. we also have one current one year recommendation from the audit relating to operation for the city. and i will also go over the prior year recommendation that we have in the previous audit and we came back to follow-up on their corrective action statuses. the third report is a single audit report. again, we issued an unmod

sort of standardized across the city. at the transit we were reviewing the mayor's office had begun a performance score card for workforce development. so, but we concluded that section 30 as it's now written cannot really be effectively implemented. so, we recommended changes to do away with sort of the centralized planning and budgeting and [speaker not understood] more of a policy function. that defines the goals of workforce development, how these programs benefit the city, the priority for funding allocations, and setting up program performance measures. and one of the things you'll hear, we heard a lot in discussion was about the performance measures, is each of these programs is serving different populations and have different program goals. but in fact, when we reviewed performance measures that departments currently use we found there were a lot of standard measures already. so, one of our key recommendations, then, was to set up a city-wide workforce development planning committee. this committee would be compri

what we're seeing in others cities. one model you've heard we talk about is the community art stabilization trust this is a program that was founded by the kenneth foundation that succeeded with a $5 million non-exit cap that allows for the acquisition of release real estate for the deed restricted use in a 7 to 10 year acquisition to supporting them and helping them set up their capital campaign it's been effective we think with small and midsize organizations that might not have the capacity to enter the real estate market and to create a second marked for the art and crafts it will be capacity to social services in non-arts organizations. the cap model allows for master leasing or shared spaces where numerous non-nonprofits low come together with the cap model for social services. cap as a model has been effective in identifying under utility or below utilized spaces and we do is that potential for the cast to be for organizations as well. another model is the partnership had an as enter departmental focusing on arts

for withdrawals from the city, if the city controller projects total general fund revenues for the up coming budget year are less than revenues for any current year or prior year, then up to half of the rainy day reserve balance can be in the city budget for the upcoming year. and the second frankly is that the decision making process about appropriating funds from the reserve to the district is now resting with the mayor and the board of super visors so certainly that was the intent of the original language, but that is something that the city has -- you know, the willingness to revisit and change. that's some of the discussion that's taking place now. the possible changes. one is that there would be two separate reserves created so right now instead of having the one plot of funds in the rainy day reserve, that there would be a split of the one reserve into two reserves. one would be for the district and one would be for the city and the city would receive 75 percent of the current balance and the district would receive 25 percent. and then if the say -- if and when the city in any

winn he's the deputy city attorney. colleagues this legislation is frail many years in the making because it is overall on amendment to the local hiring ordinance that was passed in december even if 2010. that ordinance was applying the local hire principle percentages rising every year we're in the year of a pause to do an assessment for workers to get hired for publicly you funded public works projects. this new amendment to the ordinance is actually adding in 2 parts that we will extend local hiring to public and private land for language for prevailing wages as well it follows the same process we had in place for the local hire ordinance and mr. flynn is coming now. it's pretty straightforward the approach but there's many departments that have coverage and we're concerned about how the policy will fit the work they're doing and i wanted to be flexible to make sure we can maximum local resident getting hired but understand the complexities that the departments had to go through. there's 3 well, actually now 2 main p

early days of the city, the city grows up in what is the financial district on the edge of chinatown. everything they rely on for existence is the golden gate. it's of massive importance to the people what comes in and out of san francisco bay. they can't see it where they are. they get the idea to build a giant wooden structure. the years that it was up here, it gave the name telegraph hill. it survived although the structure is long gone. come to the 1870's and the city has growed up remarkably. it's fueled with money from the nevada silver mines and the gold rush. it's trying to be the paris of the west. now the beach is the suburbs, the we will their people lived on the bottom and the poorest people lived on the top because it was very hard getting to the top of telegraph hill. it was mostly lean-to sharks and bits of pieces of houses up here in the beginning. and a group of 20 businessmen decided that it would be better if the top of the hill remained for the public. so they put their money down and they bought four lots at the top of the hill and they gave them to the city. lily

in another city-wide office, if another city-wide office became vacant, the deputy of that office would continue to run the office until the special election is held. last year the local area formation commission, lafco, studied how other jurisdictions filled vacancies in vacant offices. one unique san francisco's appointment process is the mayor has discretion to [speaker not understood] to fill vacancy. that process let alone the democratic process for how the mayor makes these [speaker not understood]. there are no time constraints when the mayor make these appointments. relying on city funds by maybe providing an essential service and in terms of priority has director mentioned we'll be giving priority to those agency with leases expiring within the next 18 months we don't know what the universe are for the agencies. looking at those organizations that meet departmental goal and mandate nate that's why we're looking those it's not a requirement to be funded by city they need to be awe lindsey and priority given to the agency we wanted to look at those organizations because of the real estate issue their forlsz to relocate we're not necessarily look at the organizations witness budget structural go despite the real estate market we said to look at the nonprofit because of the real estate market needed to relocate. we're not going to be prioritizing funds to fill in a deficit those need to be costs of displacement and we're going go to limit the and a half of the funds that concludes our formal presentation we're here to answer any aspect of the reports that you may have >> we have a number of questions let's start off with supervisor mar. >> thank y
