, the children's advocacy children, is a place where harm stops and hope and healing begin, it is a placere a child and it is the one place where a child who has been a victim of abuse, can share his or her own story one time with all of the remarkable professionals who need to hear that child's story and help that child gather together. san francisco sadly has the highest rate of child abuse in the bay area. with 6,000 reports of child abuse each year and 10,000 children exposed to violence. child abuse is the root cause of critical problems that we as the city and municipality and the country are trying to fix. from the education system from the economy and to the justice system to the healthcare system and the children who are abused are more likely to drop out of school and grown up as teen parents and be thrown in jail and remain unemployed and suffer from serious and long term health issues. the cause and the impact of child abuse is complex. and so too are its solutions. the treatment and prevention of child abuse requires long term partnership, and experience. and that what just h

my comment is i really struggle with the children's fund increase. even though youth and family funding is my priority, it is because we're not getting an increase in revenue from voters. we're not asking them to pay more taxes so they can go into after school programming, child care slots. i mean, out of those thing we desperately need here in the city, we're working within a finite budget. so, when we put more money into the children's fund that does mean less choices for the board on muni services, on senior services and nutrition. i mean, you name it, everyone here comes to our board in the month of june and say, you know, all the different things we struggle with. of course, i believe that we should fund 5%, you know, of property taxes to children and youth services. i think 4% is a good compromise . an additional roughly $16 million to the children's fund and that's $16 million less than what we get to play with for other important need in the city. i do think it's a good compromise. i'm happy to support that addition. i want to say on top of t

the director for derpt of children and youth and families. i would like to thank the mayor's budget analyst as well as the staff. so just a brief background. san francisco has a deep and very long commitment to families. in 1991 san francisco became the first city in the country to guarantee funding for children and youth services in voting the amendment in this city charter. every year since then the city has set a portion of property tax revenue to create what is known as the children's fund. the department is the city agency responsible for ensuring that the children's fund dollars as well as the additional resources allocated from the city's general fund and through state and federal grants are invested for direct services and impact for our children's and families in the city. this past fiscal year 13, 14, dcy f invested over $180 million to over 185 services. our supported programs serve one out of 3 san francisco children and youth plus their parents and extended families including students at every public school and families living in
