. >> i think that mtc is hiring (inaudible) to do the long range stuff looking at that and i believe that is what i heard, i don't know. >> i believe. >> and they have just started. >> i believe but a study was conducted almost, probably in the late 90s, on a second to, parallel to the tube and just for an fyi for the board, our station is designed to accommodate a rail crossing with a parallel tube to the east bay, i mean that we could accommodate the capitol corridor and assuming that the high speed rail is not in our station yet, but we are designed to accommodate it coming in through a second tube parallel to bater if the region were to so choose. and so we are designed for that. >> just relevant, because i was at a meeting at mtc yesterday, and they are kicking off what is called a core capacity study, and they had received most of the funding from the tiger grant that was just released and they have pulled in the key operators and there was discussion to also pull in tjpa so that they could visit the issues about the larger vision and really looking at the core capacity network

future and we have tried to sketch out the ideas that were identified in the original rail plan and the mtc sustainability project and engagement with the key stake holders and the bart board and so the staff are considering investment trade offs in those three categories and developing recommendations for the board consideration. this shows you bart key capitol priorities and our general outline is what we called the big three, and the state of good repair, the capacity, or the station's program and expansion, and so going back to the big three for a second and a year ago the board defined the new fleet, hayward maintenance complex and the system as the first priority and we have substantial priorities for the three projects. >> we have the number of investments of the number four of what we called the station's program. >> and so we have disstilled the remaining three investment choices and the state of good repair and capacity and expansion, and expansion in that context involves both new quarters and in-fill stations. i want to note that an expansion corridor in the bart service area ma

and in addition there are two private parcels the acquisition of which was funded by mtc and the two private parcels sit on either side, and so when that development opportunity is released they will be aggregated making it a more valuable parcel and mta funded that back before project was under construction and so we entered into a quitclaim agreement with mtc, such that if something happened in the project and either did not begin the construction or was not completed those parcels could revert back to them so that they could get some of their investments. and so they, will need to amend that quick claim agreement, and their programming and allocations committee approved that process yesterday. and it will go to the full commission next week, for approval. and cal transneeds to release the power of termination over the state parcels that make-up the pieces of collateral and with working with director sartipi staff and they will be and they are willing to do so, and in return a majority of the net proceeds coming will go into the trust account for land sales proceeds, and as such wi

and so the remaining actions to close, and mtc does have to finalize the approval of the quick claim amendment and as i mentioned that will and should occur next week. the oci, and the city, and the board of supervisors do have to take some legislative actions, and because the city is a party to the option agreement, the board of supervisors has to approve the amendment to the option agreement and because the city board of supervisors is also the success or agency in matters represented to the affordable housing, with that on, they have to approve the amendment to the option agreement as well as the subornation of the option that they will be entering into. and those have, been introduced, and i have a schedule on the next slide, but we anticipate that the board will be approving those actions, and at their december 9th meeting. and then, a ocii over site board will have to also, approve the items, and immediately upon the ocii oversight board action will be submitting the ocii related items to the state department of finance to give their approval. and get into the schedule on the n

. >> i think one of the things that is different about this pl than past plans, mtc has been doing regionalnsportation plans. this is the fourth plan that has been integrated. sif you look at the kind of growth, really focused growth by transit, it's really incumbent on us to come up with a plan. there are a couple of ways that has been done. the plan goes to maintain the existing system. we want to know when our children and grandchildren are trying to get on the train or drive down a neighborhd street that it's in good working order. we also have a performance based plan that looks at projects and does a cost benefit assessment and really ies to maximize the use of public tax dollars and come up with an interconnect system that serves this growth pattern. a couple of the key projects in the system. one is something called bart metro. it's the highest scoring project. it would provide a lot more capacity in the core of the brt system that lead into this segment talks about our job growth. we are fort unate to be bringin in so many jobs. to support that, people have to get to work. we need
