why in good level of detail, why was it important? >> guest: i thought that it was essential for the psyche of the welsh guards and the way they fought in helmand and again this is only my belief that i think if it hadn't been for the war that is kind of bizarre because it was in 1982 and this was in 2009 but they were killed while sitting on a ship waiting to land when they were hit by argentine bonds. one of the most her in this incidence is in the falklands war. but one of the things about the casualties is that there were no officials killed and mostly it was overwhelmingly the guardsmen's and corporals, a couple sergeants but very much below. it was the sense that they were on the ship like a sitting duck because of the actions of officers and so even now you can go to the watch guards and there will be an argument about what happened that day. i don't think it is a complete coincidence that three officers were killed. psychologically there was a kind of common behavior and it was a part of the regimen that some of the officers h

when it is northern hemisphere summer, we get lower carbon dioxide levels. they take co2 out of the air for photosynthesis and global co2 levels fall. you may have read recently that co2 levels reach this new milestone, 400 parts per million, and that is true, they did at the end of last winter briefly but they have since dropped again over the summer. they are not in that rising part of the curve. that's a very recent measurement 296 parts per million. this sawtooth will just keep continuing in a couple years so that it will never go beneath 400 parts per million and it would keep rising as long as we continue to put co2 into the atmosphere and certainly we show no signs at this point of slowing down. and if we want to see how well we're doing in this process on a longer timescale, we've got to go back to ice core records. so what you are looking at here is a record of co2 from a very famous ice core it was a drill on antarctica. and aunt are to go the whole at arctic ice sheet is just layers and layers of snow that were laid down year by year year by year

>> it is surprising that we don't have a registry at the federal level it may not maintain a registry. it is lot. a few states have their own there for handguns only. paul though forebear landor in new york or new jersey. by and large under federal law we do not have a registry. >> host: in the book you coedited reducing gun violence in america you report there were 31,000 gun deaths each year how does that break down between suicide and homicide? >> roughly 11,000 are from homicide approximately 90,000 are suicide and the remainder is mostly accidental types. >> host: professor western -- webster is this an anti-gun book? >> not of all-purpose it was written with the purpose as the title indicates to inform policy. and to have a chapter on the second amendment wary are pretty clear the supreme court rulings that you may not ban or possess guns in the home in the policies that are discussed in this book we do not focus on a broad band of guns but a set of policies that our constitutional that do not disarm from people who could legally possess guns. >> host: what policy deal advocate?

rather than the federal level.hat are the biggest federal regulatory issues they have to conquer? >> i think they are in a somewhat different category. many of the regulatory systems that govern taxi companies where there are most of the conflicts are at the state and local level. there's very little the federal government has there, but i think the federal government has an interest in ensuring a service that is being done by someone driving and -- someone driving an uber car making sure that person has been background checked so folks can be assured they're going to get where they are going. >> are you saying if the local governments won't take care of these problems at the federal government might have to? >> i believe we have a role to play in urging states to work but i'm not suggesting we should pass laws that do that at the federal level. i do think that's an area the states and local government that our urging are going to need to address. >> while you are up there talking about uber and lift, bloomberg new
