you see similar declines in bp. chevron this year, we're going to look at probably 9 billion in negative free cash flow. it's pretty hard to continue to the support dividends when you have cash flow that was once extremely positive turning very negative. specifically, let's look at bp. think i we're looking at 38% year on year implied cut in the dividend. chevron 25%. exxon about 30%. >> the troubling thing is, a lot of companies that have not cut the dividends yet, they've suspended the buybacks. the dividends could go higher on a yield basis, which puts more pressure from them. >> translator: at some point the game is over. asset sales have to start to cope with it, or you have to cut. and then that becomes really bad. yeah, not good. >> dan. >> and i think it's the speed this is all happening. we know exxon had a meeting a couple of weeks ago. chevron did. they're talking about the buyback. all of this is happening very quickly. that's the thing that has the potential to catch investors offside. people are seeing

one regarding the state of the gulf of mexico after the bp oil spill. i was so shocked by the information on msnbc and how bad the situation remains. and the other is when i was a kid in the '50s and '60s my parents took us to seaside heights, we passed through toms river, and we also passed a place that was billed as a medical plant which had a terrible odor, and i never knew what it was. can you help me? >> guest: i'll take the first one first. the only maintain can think of that would fit that would be the siba plant. it was not particularly odorous. the water smelled sometimes when it was polluted and the air emissions sometimes smelled but i don't know if that's what you were thinking of. that's the only large industrial facility i can think of that would be on the way to sea i.e.d. heights. as for the gull of mexico i would not want to sees myself up as an expert but there are real concerns bat long-term impact related to speak spill but more importantly related to the long-term degradeation of the gulf that has come from the nitrogen and fertiliz

it is not bp's oil. we should get a break.: you are talking about the oil we are currently producing in the united states. we do not export it. we export small quantities. we export some of the lighter condensates. host: what is the history of that or the reason why we do not export? guest: it goes back to 1973. the oil embargo. for 40 years there have been restrictions on how much oil we can export. we export around 400,000 barrels a day. some of it goes into canada. companies can export to canada. they can export a bit of alaskan crude. they need to get special permission to export anything more than that. there is a push by producers especially to open up these restrictions and export more of the crude. the concern is, we have a lot of this crude building up in the united states that we -- it does not seem to be optimal for the refineries we have, so why not send it? just like any other commodity. if there are some other commodity that we have too much of, it seems to make sense they would argue, that we export to someone e

so you can't bp -- be peeing all over the place. we installed special instruments that would stop the moment you did that and we would apprehend them.
