i would expect that mr. gray and these police officers were familiar to one another. and mr. had good reason not to want to have another encounter with officers because of their reputation, because the fear he may have been subject to different type of violence -- certainly, not one that would have taken his life. but the fact is, the experience and the black community in the white community could not be more different among most people. and that doesn't mean there aren't many good police officers who are there trying to establish a much better relationship -- and that is always the hope. that is all was the optimism is that out of this tragedy will come a much better relationship with -- where the police will engage in a different type of policing, where judges will not use bail to punish, to keep people in jail when it is not necessary, and where we have so many people arrested -- we have about -- if we take 100 arrests there's only 35 to 40 people who ultimately are convicted of crime. that is throughout the state of maryland. that means about 50% of the people are being c
