the argument that poor little citi bank will have to compete with cash america and we need the cfp to protect it strikes me as ridiculous. so let's emphasize a lot of focus on people who had nothing to do with the crisis. to me one of the most dangerous precedents is the mechanism of cdfp. the consumer agency is off budget. it's funded essentially by the earnings of the federal reserve. quite frapgly every federal agency should be on budget. i also think this is a direct violation of our constitution that requires appropriations to be done by law. the notion that we would allow an agency to set its own budget and determine its own funding to me is really offensive to our good government structures and what congress was elected to do. this might come as a surprise given our current budget situation. but members of congress were elected to make hard decisions about spending. a dollar that goes to here is a dollar that doesn't go to health care or whatever. and what is the stop us from it? why don't we have peanut subsidies or whatever. and then we don't have to worry about ever raising

we have large swaths of the city with little or no affordable housing being created. in particularly, as we afford and legislation giving it 25 or 30% preference, two people who live in certain geographic areas as defined as living in the -- district that really can exacerbate situation make it even harder for people who have to living in areas of the city that don't have much affordable housing being built. in my district, district 8, the bulk of the afford housing we have is no formal public housing. which does not even included in the 25-30% geographic preference. so we had an overdue first-ever real conversation about equity. in terms of affordable housing. i am glad that were making an investment in land acquisition in the mission. the mission absolutely needs more affordable housing. i support that. the mission is not the only neighborhood that needs more affordable housing and wants more affordable housing. for that geographic preference legislation, i'm currently a cosponsor. if these issues are not addressed, beyond lip service, a lot of lip service around it

city? and so with a little bit of knowledge about the ada, and also a little bit of knowledge about the city system, i was empowered to tell my director that you need to help me as a reasonable accommodation under the americans with disabilities act to find a new job. and i was really lucky. my city department head was familiar with this program called "rule 34." it's a program that later evolved into what we call "rule 115." and that is the program that allows a person with a disability to get hired or transferred within the city into a civil service position without taking a civil service examination first. and you still have to meet all of the minimum qualification for the new job and pass four different performance evaluations during the course of a year to demonstrate that you are capable of the job. at the end of the year, when you pass, you have a permanent civil service position with the city. and that job that they placed me in was as a building inspector, working for the city's building department, and that position was working with jim whipple, our very same jim whipple, who works
