mike rogers is with us. where things now stand, has there been enough changes among law enforcement agencies, intelligence agencies in europe, belgium, france, to share information better between countries? >> it's always easier said than done. you still have the old cultural institutions, especially in brussels, belgium, because they had a very different system. it was very bifurcated. certainly france has gotten better and even with the encryption on phones they've passed a law, said give us encryption or break encryption or you're considered an accessory. they have ramped up their ability to react to abconvenient like this. not so much in brussels. this will clearly change it. this will accelerate all of the changes that have been talked about, some have done it. but it was personality-based. now you need institutional changes in brussels if they keep up with the threat. >> the sheer number of people who have fought in syria are returned to belgium itself makes it very difficult for authorities to keep tr

they'll say you can't do it. >> mike rogers, you heard mr.p say he would go a step further than waterboarding and engage in even more torture to get information from these terrorists. >> yeah, i think what, in it were to be president trump, would realize there are enhanced interrogation techniques that only the president can authorize up to, excluding waterboarding. and that has been maintained in the law, so there are options for a president if they want to go further. i think it's -- if someone's cooperating, i'm an fbi-trained interrogator, the last thing you want to do is intercede with anything that will disrupt that trust, confidence and rapport building you can get with someone who will cooperate. he was looking at the scenes, reacted emotionally, like a lot of americans are reacting emotionally to these scenes saying, yeah, maybe he's right. the law is very clear on this that at a certain point, you can no longer use enhanced interrogation techniques, again, up to and, but excluding waterboarding. >> jane harman, what was your reactio

and former chair of the house intelligence committee, mike rogers.curity of the so-called soft targets, it's very difficult to cover the wide range of kind of targets we've seen attacked in paris, whether it's a concert hall, outdoor cafes, even an airport like this. >> yeah, the airport in brussels not really being particularly a soft target because they ratcheted up security, there were military personnel patrolling the area outside the airport. the area inside the terminal and the departures hall and they managed to get through despite this even though it was a hardened target. but, of course, somewhere like an airport or a concert venue or a metro, you can't protect all these public spaces. people just have to sort of go about their daily lives. basically they've got an almost unlimited target set that they can now go after. that's why it's so important to bust these cells before they can launch these attacks. it appears they prevented part of a cell from launching the attacks when they arrested salah and slaebdeslam and accomplice killed an alge

and former chair of the house intelligence committee, mike rogers. paul cruickshank, you're from brussels, you're the city very well. what are you hearing the latest on on these investigations? >> well, they're working around the clock. they worry there are more attacks in the works from this wider terrorist cell, this broader network which was the network they believe also carried out the paris attacks. >> so that is the operating hypothesis that they are connected? >> that is the operating hypothesis that they are connected because remember, a week ago they went into this hiding place, salah abdeslam. there were three terrorists there. when they went into that residence eventually they found an isis flag, found detonators, found a kalashnikov and ammunition and similar stuff in the apartment in schaerbeek a few hours ago. very similar materials suggesting this was perhaps a joined up plot, they managed to get one note of it, salah abdeslam, the three terrorists at the safe house, but they weren't able to get the rest of the note, unfortunately, and

mike rogers, a horrific terror attack in pakistan yesterday.ns whether in syria or lebanon. hundreds of thousands of christians have been forced to flee after centuries living there. this is going to escalate, i suspect. what are you hearing? >> there's 2 million christians in pakistan. the reason this was interesting from an attack perspective is it happened in the province of punjab. it's the cultural heart center of pakistan. lots of military officers are recruited out of there, a lot of their political elite. this was a splinter group from the taliban that pledged support to isis, then last year reflirted with the taliban, now conducted a full-scale large attack in lahore. they were trying to send the pakistani government a message. the taliban, al qaeda, let, this particular splinter group shows you're they're going to lash out, and they're able to lash out deep into pakistani territory. >> i want to show our viewers some video. two of the paris bombers, brahim and salah abdeslam, months before the suicide attack in paris. they were partyi

. >> i assume you agree with mike rogers they wouldn't issue a warning like this unless there was hardntelligence of near-term attacks. >> i don't think they'd do it without considerable intelligence that there were attacks potentially in several european capitals or other cities. this happened to be a very weighty decision. imagine the impact on europe. already reeling from the attacks and now they potentially could be reeling from the economic consequences. it's a big step for the state department to undertake something like this. >> the state department says about a dozen americans were injured in these two terror attacks. three bombings in brussels. and that others remain missing right now including some diplomats and family members. what, if anything, can you tell us about that? >> i don't have any more specific information on that but it's extraordinary if you can account for all your people because that's the first thing that happens after a terrorist attack is our embassies will reach out to our people. they'll try and make sure they get in contact, they know where people are.
