penndot says that is not going to happen to completely widen. so instead new technology will alert drivers. and speed limits will be changed when needed to speed up or slow down drivers and warning signs will alert you to traffic accidents. secondary street translates will now fall under penndot control so it can time the lights to help drivers avoid delays and from valley forge to 476 drivers can use the shoulder as a third lane in and outbreak. >> sounds like legitimate plan. >> except five years before you see it. >> five years? oh my goodness. please get that reaction. five years? >> reporter: it will have to reconstruct the shoulder lanes to make them uniform. and construction begin s s in - county first. you should see starting that signage and meters on the ramps. and also when i asked about the fact that drivers may be skeptical of the plan she said you could do nothing. and we're seeing how that works. or you could do something. is they are going to try this oust out and see how it works. >>> now your first alert weather. >> deei yadee

in south philadelphia, i-95 by the girard point bridge, you can see the police and flashing light, penndot on the scene. we're watching traffic get by we're not blocking all lanes, traffic is moving i-95 southbound a multi-vehicle accident here this is right at the girard point bridge as you head toward the airport, you're dealing with the slow go, traffic slowing past the scene. we're talking about everything happening in cobbs creek park away. we had police activity, cobbs creek parkway blocked between 60th and cat thin. lincoln drive water main work one lane blocked green through wayne avenue through friday. look at the wet roads on the ramp from the schuylkill expressway eastbound to the vine eastbound just opened with the construction that wrapped up on the vine. you see how wet it is, slow it down, accidents already. >> back to our developing story, police are investigating a tragic and brutal crime they believed led to a police-involved shooting. officers shot and killed a man suspected of stabbing two children in a violent rampage. annie mccormick is live with the details. >> repor

penndot says they are turning to new technology. congestion, routinely experienced by commuters in the schuylkill expressway, between valley forge and route one is notoriously unpredictable and it seemed geographically impossible to manage. >> i'm always asked is there anything you can do with i-76? today i'm happy to say, yes, there is something that we can do. >> reporter: feasibility study into the 12-mile, four lane section of the the highway has produced a plan, partnership between penndot and septa that includes the use of new technology to remedy traffic flow. part-time shoulder use will soon be a reality, but first for pennsylvania. that change will take several years, but comes with other improvements. >> we are going to institute a pilot program for penndot to own and manage traffic signal system, along several arterial roads running parallel, and near to i-76. >> reporter: pen to the will implement variable speed limits and real time detectors to warn drivers of travel conditions. partnership with septa seeks to open up n
