let's ask john bussey, editor for "the wall street journal." we know of the white house has been concerned for a long time about chinese steel being dumped dumped on the u.s. and so forth, but the big steel exporters to the united states or countries like canada, mexico, brazil, even south korea. what's going on here? >> it's not just china, it is south korea but i think the president will be looking at. this law dates back decades, and it allows a president to go to the commerce department and say, for national security reasons, we need to apply sanctions on this or that product coming into the united states. it is threatening our national security and one way or the other. still, you could argue, it's over produced in, as it has been and it drives down prices, which is what has been happening. you run steel companies out of business and the united states, where they are to be an emergency down the road, with the u.s. have the capacity to build steel? that's the president's objective here, it's very interesting. he's getting tough on trade aga
