judge alex far as a former miami-dade county judge and they both join us tonight. judge, to you first. we're going to find a lot more in this specific case because usually this shooter is still alive, but we have seen a pretty big spike of shootings like this. why do you think that is? >> it would be very difficult to jump into the mind of these shooters and come up with a very simple explanation for why they're behaving that way. clearly society has changed and its relationship with violence. i remember when i was growing up, there was nowhere near the level of violence we have today. we certainly had guns back then, but we didn't have the level of violence we have today. in some ways, society has become very desensitized to violence. back then as a police officer, parents took a much more key role in educating their kids about right and wrong. we seem to have lost at that up dissension between right and wrong. that's not to say that applies to this case because nobody would ever think it's right to do this horrific act. like mayor giuliani discussed, as the littl

the new in-state tuition law in florida, i was able to help both of my younger brothers enroll in miami-dade college and florida international university. they're both currently pursuing careers to work in business and communications respectively. i just want to say that i've spoken at the graduation at miami-dade and spoken also at florida international university two magnificent schools in which -- and what's beautiful about them is to see the beautiful diversity and the large number of students that they teach. and the many cases, the first children to attend college. but all the optimism, dignity and hope that you could ever imagine at two great institutions. i actually spoke at the commencement address one year. the year before president bush spoke there. and i said earlier, president bush was a wonderful president dedicated to recognizing how important immigration was to our country. and how we should value our immigrants and treat them with respect when we have the debate on these issues. hahn goes on to say, there are -- juan goes on to say, there are a lot of misconceptions with the

you're looking live at the miami-dade police department in florida. this is where rick scott wants to be. about to hold a new conference and expected to outline a $500 billion plan for investment in school safety, funding for mental health, students from marjory stoneman douglas plan to go to school tomorrow. matt? >> the governor wasted no time announcing his plan. he announced his plans a couple days after the shooting at stoneman douglas. the highlights, the governor is proposing mandatory law enforcement officers in every school or 1,000 students for one officer. and everyone in possession of a gun or looking to purchase a gun must be 21 years old. there will be some exceptions for active duty and reserve military and their spouses. the governor planning to ban certain people from buying guns, including a person in trouble for offenses like stalking, sexual or domestic violence. it's worth noting that governor says he's against arming teachers. governor scott's action plan will go in front of the florida legislature and they will have two weeks to

then you get to a place like maybe palm beach or miami-dade where it's a different conversation. it's a fascinating state to have this debate. let them have it, right? >> it's sort of a microcosm for america and what could possibly work. he's doing this in a rational way. he's coming out and presenting this idea in an environment that i think is more receptive to that kind of thing than the news cycle has been this last week. and he's offered a multi-facetted plan here. i think part of the people were emotionally and reflexively tired of this. some things you can't implement, these things you could. when it comes to the panhandle and places where guns are popular, it is a popular force for young people hunting. when you get to the one about 18-year-olds not able to buy a gun, you'll probably have some pushback there. i like the fact he's putting forth a plan in sort of a calm way and it's something a lot of people can latch onto different parts of. because i think the solution is multi-faceted and incremental. >> i would assume four or five of those ideas, except for the call cen

school in all of these areas and of course it is rush hour which is on a daily basis horrendous in miami dade in broward counties. people are stuck. parents were at a nearby elementary school as well as a hotel trying to rendezvous with their students. their kids, their boys and girls, you saw the scenes of the kids running from the school as law enforcement released groups of eight, groups of 20, all of them running with their backpacks on, hands up, sprinting really in terror and with the aim of getting to safety. all of which was totally reminiscent from the columbine high school massacre back in the '90's which shepard both you and i were there and covered that as well. one of the worst parts of the school shootings is for the parents responding panicked looking for their loved ones they're sons and daughters trying to find them and those minutes those long minutes sometimes hours of not being able to find their son or daughter. it is truly pan's absolute worst nightmare. so law enforcement is all over the area. traffic at a standstill. and the governor is on his way down here. we are exp

i know you've been talking to that's the in broward county just north of miami-dade county south of palm beach county. a very populated area. what are you hearing right now? >> well, you got a get summary. there are multiple, unfortunately, fatalities. this is a bad day. and you can imagine the fear that is going through some of those parents and the wounded. the fbi is direct thing effort. the fbi will then do the investigation and all the questions that come after what was the caliber weapon, wait legal, how was it purchased, was the shooter eligible to purchase it, all of those things come later on down line. right now if you pray, say a little prayer for all the folks in broward county. >> yeah. i think a lot of people are. what can you tell us about the suspect? >> i'm going to leave that to the authorities. i think you have already heard the superintendent say in a press conference that it is an expected student or a former student. i think you heard the summit of schools say it was multiple or many fatalities. >> we have heard now, our crime and justice reporter, said at least two
