i'll never forget a number of years ago we are having a hearing at the environment and public works committee on the issue of mercury exclusion from power plants. we had, i think, four or five, maybe six witnesses. the first four or five witnesses said we cannot reduce mercury emissions by 80% over the next decade. they said we cannot. it's not possible for us to reduce mercury emissions. why do we want to reduce mercury? because it's up in the air, it's carried by the winds, the rain. it ends up in our water, ends up in fish. we eat the fish, especially pregnant women and they give birth in many cases to children who have brain damage. we had this hearing, and the first four or five witnesses all from utilities said clean coal-fired utilities said can't do it, 80% for mercury reductions. the last witness, the last witness was from a trade association. he was from a trade association whose members actually focused on developing technology to reduce harmful emissions of all companies, including mercury emissions from power plants. our last witness said, he said, no, i think we cannot only meet
