jessica flores reports. >>> reporter: we spoke to the bart police chief yesterday. he tells us robberies are down, but aggravated assaults are up. these new numbers do not reveal what many riders see as a major problem and that's drug use at stations. now, riders have been taking pictures and videos of people shooting up at stations. there's one from concord that shows what appears to be a man shooting up in an elevator at the concord station. riders have also been sharing videos like this one. drug users taking over a station corridor at civic center station in san francisco. but bart police insist the crime rate is lower this year than it was a year ago. bart police chief carlos rojas reports property crime is down 2% year over year and robberies drunk 9% but aggravate assault on bart trains are up 26 -- robberies are up 29% but aggravated -- robberies are down 9% but aggravated assault on bart trains are up 29%. >> it's something we need to work on. >> reporter: bart hired 22 more officers in the last 18 months which helped curb crime. but there are still 30 poli

jessica flores, kpix 5. >>> 5:14. let's check traffic.blems very early this morning. >> we have. we keep getting incidents that are coming in. it's a busy start to wednesday morning. this is a live look at an accident just off of the oregon expressway from 101. a car hit a pole. and so emergency crews are on the scene. this is not blocking any lanes and this is right on that off- ramp there. but definitely, causing some problems and it's going to be a little while before they get all that removed. they will need a tow truck. that car doesn't look driveable. so expect some minor slowdowns especially trying to exit on oregon expressway. they may have to shut down some lanes. we'll update you on that incident. we are also tracking delays along 80 and that has been a mess this morning. it continues to be very, very slow. caltrans had some overnight roadwork that has already just destroyed the eastshore freeway morning commute. right now, this is right at highway 4. that's where the various lane closures begin down to richmond parkway. caltran

jessica flores reports from concord. >> reporter: good morning. that suspect is a sophomore here at ignacio valley high school in concord. we did speak to him late last night after he was arrested wednesday when police searched his home for evidence of the crime. >> open the door! >> reporter: that's police making their arrest wednesday. investigators say the student sent out a phishing email that looked like it was from the school district. that's how the student was allegedly able to trick teachers into inputting their password and with that information police say the student logged into the computer school system and changed the grades of approximately 16 students. now, we did speak to the 16- year-old. he says the school system was easy to hack into. but now he's sorry. >> the up ones were all my friends, um, and the down ones were all the enemies that i really didn't like. >> he went in and said, let me make these grades worse for your enemies? >> yes. >> did your friends know you were doing this? >> oh, yes. >> reporter: the police also used

kpix 5's jessica flores is live at the toll plaza to tell us about their pitches to voters today good morning, kenny. that's right. the mayors of san francisco, san jose and oakland are getting together today. they're asking voters to approve regional measure 3. now, if that would pass, toll here on the bay bridge would be $9 by 2025. that measure is on the june 5th ballot. if it passes, we're looking at a toll increase across seven state-run bridges. the $3 toll hike will be phased in over schticks six years -- oover six years. -- over six years. that money would generate $4.5 billion to fund 36 transportation improvement projects, all the way from sonoma to san jose. supporters say it will make for a smoother commute and relieve traffic congestion. >> the majority of the money ovwiing hreavgie onalthe opti out of their cars. >> reporter: according to our exclusive kpix 5 survey, usa poll, 40% of bay area voters support the plan. 34% are against it and 26% aren't sure. for those in the cities, in the city, 49% say yes, 28% say no. voters in the suburbs are split, 34% supporting the m

kpix 5's jessica flores reports. >>> reporter: michelle, we are talking about bart again and another possible controversial vote that bart has to do today. they are meeting later today at 4 p.m. the board of directors is meeting. this could be built here. that extension would take bart all the way into livermore. this proposed extension would go five miles down 580. it would cost about $1.6 billion. about $1 billion they actually don't have. so they would need to figure out how to get it. opponents say it would mean more taxes to build an extension. supporters argue that livermore has been paying taxes to bart and is entitled to a station. now, the alternative and less expensive plan would be to have an express bus running from livermore to the dublin- pleasanton station. that plan is estimated to cost $380 million. the bart board of directors has to vote on an alternative by the end of june. this is still a long ways away from anything being a reality. it's estimated that even if the livermore extension were approved, it would be two decades before we saw it come to life. in livermo

jessica flores joins us live with more. >> reporter: this is certainly a disturbing case. a mother of 10 children will now face new felony counts. prosecutors are charging her with nine felony counts of child abuse. they say she put her children in conditions that could cause great bodily harm, even death. she and her husband are accused of keeping their children in an abusive filthy home. voters say allen tortured the children and caused cruel and extreme pain and suffering for a sadistic purpose. the children are a baby to 12 and have burns and bruises consistent with being shot by a pellet gun according to prosecutors. the couple they denied these allegations and allen actually defended himself in a jailhouse interview yesterday. >> i didn't do what they said i did. we have a normal life. but i gave my everything to these children. my everything. >> my mom is just calling the police here and there and making all these allegations. but they didn't -- they didn't even give us a fair chance. >> reporter: those children are actually with the grandmother in her custody. the

jessica flores reports. >> reporter: good morning. fremont has a mandate to have solar panels on all new buildings, new apartments, new homes, and now state regulators may be following in fremont's not steps. here at the warm springs bart station you can see this development behind mere required to have solar panels. regulators are expected to vote on that requirement for new houses and low-rise apartments build after january 2020. the california energy commission, they say the goal is to reduce greenhouse gases. it could save homeowners on energy costs in the long run. the money saved on energy bills would total $16,000. but would you have to stay in your home for -- but you would have to stay in your home for 30 years to see the savings and it will cost $10,000 more up front. >> electric generation uses a lot of water. electricity generation causes air pollution. if we can displace that, that's good. >> reporter: it applies to single family and multi-family homes of three stories or less. if approved, it still has to go through the

jessica flores reports. >> reporter: hey, good morning. that's right. it's "bike to work" day and to encourage folks to get on their bike and ditch their vehicles, caltrans is launching a pilot program today that has the bay bridge bike trail that goes over the bridge to the yerba buena island open around the clock for the next 10 days. typically, it's only open from 6 a.m. to 9 p.m. so this will allow folks to use the bike path at any time they want for the next week and a half. now, this is all of course encouraging folks to ditch their cars and choose bikes instead. but the bike path only goes to yerba buena island so folks will need to get on a bus from there to get into the city. we spoke to transportation officials about what the future holds for the bay bridge bike path. >> it's the dream for the bike path. >> the dream for the bike path is to go ahead and connect it to the western span and bring a new western span bike path into san francisco. >> reporter: the whole goal here is to reduce traffic. the pilot program lasts until may 19th. so you c

jessica flores, kpix 5. >>> the big question, how long will those winds continue?> at least for the next couple of hours they are going to be intense. it will be breezy. it looks like right now the good news, humidity is at 71%. nearby wind gusts all around the locations of the fires where those hills are near the altamont. that's been breezy. yesterday gusts around 40. 40, 45 and continuing this morning, cool and higher humidity. gusty wind will be the problem for the firefighters. some gusts at sfo up to 37. sustained winds are strong in the area. breezy through the area. especially near novato. futurecast now i want to show you the next couple of hours will continue to see gusts strong. all of these coming in from the west the southwest direction and that's adding to our humidity level so at least it's not the dry offshore winds that will drop our humidity levels down. it will stay strong in livermore due to east of concord area near altamont as well through 11 a.m. then between 11 and 3 p.m. they will start to die down a little bit. at least we have this on our
