stabilization fund going to save city college so that we could live to provide free city today. i would like to take that a step further and to duplicate what long beh has done with the long beach promise. for students who complete their aa at city college, san francisco should provide free state so that city college graduates can finish their ba at no cost. as mayor, this would be a top priority. we can call it the san francisco promise. we also know that here in california, we rank 50 out of 50 states in participation of food stamp programs. that's why i offer legislation removing hurdles like requiring fingerprints for eligibility to assist many more to finally benefit from this critical initiative. i lso privileged to work with a coalition of domestic violence advocates to offer legislation protecting survivors so they can break the residential leashes to make a safe exit from their homes. it is my honour to have authored the bill which will move from all state statutes the term "battered women syndrome." and replace it with "intimate partner battering." the former inferred

we all know that a clean and vibrant city is an economically successful and healthy city. and just as our city needs to be clean to thrive, it also needs to be safe. last year, we reported 31,000 car break-ins in san francisco. that's about one break-in every three hours on our street. s that's unacceptable. to the credit to our police department, they're doubled our foot patrols, creating a dedicated unit within the central police department, and increasing the burglary and serial crime units. year to date, car break-ins are down 20% in the city of san francisco, but we will not rest on our laurels here in approximate our city. this budget will reflect additional investments in our public safety departments. in particular, our police department to make sure we do not slip back. the center piece of this public safety goal is the addition of over 250 sworn police personnel over the next four years. i have often said that we have some of the best police officers in the country. we just need more of them. let me be even more specific. i believe we have incredible men and wome

[applause] together with claire farley, we have created a transgender advisory committee here in san francisco. and legislation that our board of supervisors was proud to pass through and i was proud to sign. creating all gender bathrooms in our sros across a city of san francisco. and also signing legislation naming terminal one for harvey milk at our san francisco airport. deputy city attorney jon givner. last year, the state legislature adopted a bill that requires that any time a ballot measure is proposed to the voters that could increase taxes, it has to have certain information in the measure, including how much will be collected each year, what the potential rate of taxation is, how long collection would continue. and so going forward, all tax measures and geobonds must include that information. the legislature is currently considering a bill that would not apply that new rule to geobonds, so it's a little unclear at this point whether the state law will restrict how we define the question for this bond. in the current ordinance before you, there is a proposed question for the geobond. >> supervisor cohen: right. >> mr. givner: because the state law might change, our recommendation today is that you can pass out the ordinance onto the full board, and the ordinance -- and the board could even vote to place the ordinance on the ballot over the next several weeks. but before you do

we care about the city being sanctuary city.we hear about privacy measures being introduced for the members of the public benefits. what is the meaning of that if we allow the library to impinge on people post as privacy and enable the tracking of not only what people are reading, but also there is tracking throughout the e.f.f. that they have mentioned, and described in its writings at the rfid location which the library wants to install. it will enable the tracking on a selective basis of where people go with their items, whether or not the person tracking cares about what the title is. i felt encouraged by the first meeting of the budget and finance committee through hearing about people post as objections there. i think it stays that way. and i would like to give you this letter from the electronic frontier notation and aclu which is a very strongly opposed to the implementation of rfid. that is $3.4 million at the library that could be much better used for many other things like more open hours in the evenings and other tim

the vast majority of the city's population and job growth will happen in this quadrant of the city, along this rail corridor. again, to accommodate that growth, we have the opposite -- option of expanding the highway which is absurd in our anchor -- in our current environment, nor do we think it is environmentally sustainable or friendly to our neighbourhoods. it is interesting for us to look back at the city's growth patterns and you can see the numbers. like most u.s. cities, there was little growth in the sixties and seventies. very little growth in either jobs or population. of course in the eighties and nineties that all started to change and that is true of cities across the country. even my hometown of detroit, which has seen some devastating economic conditions, is seeing growth now for the first time in many decades. we are seeing a substantial turnaround in urban preferences in terms of living and job locations. and we do think that by 2065, the city could have a population that is approaching 1.5 million people. getting down to the tangible level of this particular corridor, th

i'm an instructor at city college of san francisco. i'm with a.f.c. 2121 and free city coalition. ccsf is an important driver of economic opportunity and empowerment, and as you've been hearing and as i'm sure you know, we have a hugely successful program with the free city program, committed to by our supervisors and our city and funded through prop w, we were really proud when we ran and worked on prop w to be saying that we were leaving money on the table to help with the incredible and important things that the people need in san francisco in addition to free city. however, free city is only getting about 10% of prop w funds at this point, and it's been under funded from its launch. what's become clear in the last couple of months is that in addition to growing and growing the program, we need to be looking at closing the gap because the college has been left holding the bag for about $4.77 million. >> supervisor cohen: thank you. next speaker. >> good afternoon. my name is saira ontiveros, and i'm a peer supervisor. today, we ask the board of supervisors to budget $40 million

specifically for mayors and cities in the west, from mayors of larger cities. issues range from local federal tensions like gun violence and issues like tax constraints and pension reform. but we know that regardless, mayors continue to press on and solve problems particularly around these issues for example, mayor of new york who is exploring revenues despite policies at the state level, expanded use of solar energy and a review of how city owned properties can generate new revenue for the city. the primary way that mayors in the nation's smallest cities are talking about budget and management issues is in terms of government efficiency and effectiveness. for example, using new examples to streamline pross and pet registration. they talked about the property tax. for example, mayor adler addressed the 288% property tax increase for residents in just five years, saying when people say property taxes are too high or growing too fast, wee not talking about city taxes or county hospital taxes or hospital property taxes or school district property taxes. we're talk

homelessness is a crisis in the city of san francisco. our city government needs to step up. our city, our region, our state, our country is dealing with this tragedy every single day on the streets. the roots of the epidemic are complex. there is no single solution to solve the issue. we need to pursue a wide variety of initiatives. we need to fund programs that have been proven to work. we need to be flexible to fund programs that will work. we need to measure ourselves by the success of the individuals living on our streets today. and when they get off a street and get into shelters and onto their own 2 feet and onto better lives. today, i am announcing approximately $30,000 in funding to address the homeless crisis in san francisco. first of all, i'm doubling down on the homeward bound -- bound program. this initiative helps struggling individuals with family members and loved ones. i know elements of this program may seem controversial, but we have to acknowledge the fact that it is here in san francisco where we have had a very effective program. as mayor of the city i'
