the navy probably will retire the older f-18s. the down side is that as the force gets smaller, it can do less day to day. the department will have to ask it to do less. it has a proposal and a notion about how to do that. dynamic force employment. great idea. very difficult to do in the real world. management efficiencies is -- is it possible? of course, it is. the problem is that they are very painful and you have to use political capital to get them. when i talk to people about this, i say, the first one is brack, closing unneeded bases. it has 22% excess capacity. there's a proven process there with proven savings. the efficiencies get harder after that. congress' fault allowing base closures. you could go after dod schools and ask the question, why dod runs a school system. you could look at non-war fighting medical research and why dod is funding autism research. you could look at some of the school system. ask why the services have prep schools when the academies get 12,000 applications a year. there are a lot of questions
