i'm joined by afl-cio president richard trumpka. it is the largest union.differently in the u.s./canada/mexico trade agreement. >> to do that let me frame the issue. mexico has had a low wage strategy. they keep wages artificially low so they can get investment and jobs out of canada. the mechanism they used to do that was called a protectionist contract. a protectionist contract was negotiated between a sham union supported by the old administration and employers. there are over 700,000 of those protectionist contracts in mexico right now. those protectionist contracts in mexico right now the agreement says they have to get rid of all 700,000 in four years. that means they have to get rid of 175,000 a year. get rid of them and have 175,000 votes a year. we don't think they can do that. we think they need to show us their ability, the infrastructure to do that and resources to do that, then they can enforce this open laws with our help. until that's done, you have an agreement that is incomplete and a sham. there's also one other enforcement mechanism. the
