warmest numbers are at the coast. 13 degrees above average for san francisco. only 8 degrees above for concord. when you look at it this way, you can see we have a classic october pattern going on. sunshine and warm temperatures near the coast. this is the month we will do it. if we do the comparison on today's numbers, it is one thing to show you how far above average we will be. here is how much warmer we will be tomorrow than today. for san francisco, an 8-degree increase. there will be a lot more in the way of tee shirts. for santa rosa, 84 today. we are going up 7 degrees tomorrow. you are going up to 91. now, it starts to be borderline hot. for some of those inland locations. so, it is a beautiful weekend. it is just going to be noticeably warmer tomorrow. and if you happen to look up, you may notice interesting clouds. a cool storm will pass overhead and we will pick up a few high clouds from it. we are not getting any rain from it. but you will notice, we have some unique visitors and mid level clouds tomorrow. the real pattern story comes when you look at t

and in san francisco, violent felony juvenile arrest rates have declined by over 87% since 1990. that is fantastic news not only here in san francisco but across the state and the country. in 2018 on average, 2/3 of the 150 beds at juvenile hall were empty every single day. that means that 75% of juvenile hall has been unused. last month only 23% of the beds were being used. we have an average daily population of 34 children. of the roughly 40 kids who were in juvenile hall at any one time for most of 2018, half of them were there post disposition. just to remind folks, juvenile hall is only supposed to be for young people are held pretrial. post-sentence use, 96% of them, are ordered by judges to community placements in san francisco. meaning the court has sent them home or to a nonsecured community placement. the question of whether there should be locked up has already been answered. and the answer is no. in 2018 of the roughly 40 youth in juvenile hall, only 10 to 12 were being adjudicated for violent or serious 7007b offenses. this holds true for the 34 youth there last month. only 12 were there for seriou

san francisco is the only county where no outages are expected at this time. in marin and solano county many people are waking up without power. in sonoma county, the santa rosa emergency operations center is open and is staffed around the clock and will have more people as the shutoffs continue. while the outages are inconvenient for many, survivors of the tubbs fire two years ago say the shut off adds another layer of stress and sorrow. the ceremony was held last night to remember the 44 who died in the firestorm. the santa rosa fire chief worries a long power shutdown will affect cell service and people will not receive emergency alerts. >> that was one of our big problems in 2017 with a fire. the fact that we lost 70 or more towers early on. that cripples communications. >> pg&e said it may turn off power to more than 141,000 homes and businesses in marin, sonoma, napa and solano county. >>> around noon today pg&e plans to start shutting off power in parts of alameda and contra costa counties. east bay m.u.d. said that will have a big impact on this 29 pum
