[applause] and it is not in a partisan spirit that i offer up that image. i meet an awful lot of democrats and off a lot of independents, and a lot of republicans looking to that day. and yet i raise the image of that day as a reminder of the fact that that is not the day our struggles end. it is that day our work begins. that day the sun will come up over an economy where so many of residents ares' reside fighting just to hold on to what they've got. and a climate rapidly approaching a point of no return. the sun will be coming up over schools where kids are getting active shooter drills before they learn how to read. and in the face of those challenges, it will be more important than ever that we have a president who also recognizes that

[cheers and applause] mayor buttigieg: throughout the last year, when we first turned up in iowa, introducing ourselves on the strength of an exploratory committee with four people working out of an office the size of this stage, with not much of a mailing list or money, all the way to this point, one of the most consistent and important things about our encounter with iowans has been meeting educators who are so committed to your students and to your craft. and, whether it has been the folks who stood up to ask questions in town halls, people we have met with isea, or even finding myself next to chris byrd on the bus, on the way to the iowa state fair. [applause] mayor buttigieg: talking about the problems with things like public funding for charter schools. i

mayor buttigieg: that authorization needs to be replaced. mr. biden: exactly. and we tried to. yor buttigieg: when we lost troops in niger, there were members of congress who admitted they didn't even know we had troops there. and it was all pursuant to an authorization that was passed to deal with al qaida and 9/11. and often, congress has been all too happy to leave aside its role. now, thanks to democrats in congress, that's changing. but the reality is, year after year, congress didn't want to touch this, either, because it was so politically difficult. fundamental truth is, if our troops can summon the courage to go overseas into harm's way, often on deployment after deployment, then we've got to make sure that congress has the courage to take tough up-or-down votes on whether they ought to be there. and when i am president, anytime, which i hope will never happen, but anytime i am compelled to use force and seek that authorization, we will have a three-year sunset, so that the american people are included -- wolf: thank you. mayor buttigieg: not only in the decision about

mr. yepsen: yes. it is a changing group of people every cycle. some of the people in 2008. now.are older it's true, a lot more younger people. interesting thing to me, a lot gravitate toward pete buttigieg. bernie sanders attracts some of the youngest people in the campaign. you can participate if you are 17, as long as you are and eligible voter in november of 2020. so, yes, it's refreshing. the energy, activism, all the candidates are putting emphasis on attracting younger voters. many of them tend to be in college towns. one of the thing that's is, incant addition to reporting the number of delegates the candidate wins, they are going to report the total number of people who show up for the candidate. it is important because after you win all of the delegates in iowa city, very liberal place, delegates,in all the the next 150 people that you ave really don't count for much. now voters will -- if you show up, your preference will be reported by the state party on caucus night and that will be an interesting test because it could be confusing to people because they will be in the initial on them winning and how the delegates broke down. in a race as competitive as his, at the top, ther
