what we need, what we have, and were there unmet needs that we had to identify. then we all went up to our individual area. we as a.r.c. up to their headquarters, and so we were able to work that through. this is a model i'm hoping we will keep using, and continue to use as we move forward. it works really well and it was great to have so many eyes at the shelter level. we demobilized on friday, november 1st. two notes on demobilization. it went really smoothly. one of the things that we need to tighten up and this comes up in the lessons learned, is our tracking of resources and donations. in fact, the resources, we're borrowing things from various jefr agencies and partners. with we -- we need to tighten up our documentation on the shelter level on that. then getting people back home. so there were many people that came over that needed gas or who had been dropped off. so, we were on thursday developing a plan to get people back to sonoma county and we had to work with sonoma county e.o.c. to obtain gas cards and schedule rides. it was great that they were able

we did a couple of things. we created a senior summit. we did it for three years. together, notem just to talk about health care, but a lot of the conversation was about health care. but it also encouraged them to be cynically engaged. we talked about volunteerism and how we needed their input and their help. in addition to that, we learned about their gifts and talents. it allowed them to be mentors and -- so often we think about mentoring young people. a teenage younger. someyou know, all of us at point in our lives, even to the point that we become 80 or 90, can use a mentor around certain subject matters. there is a new business owner in the community, we were able to pay her seniors who had run businesses successfully or who had lost businesses, because that is experience as well. to talk to them and say, these are some of the pitfalls, these are some of the ways that you can make your experience easier. we were also able to do that around our urban gardening. urban farming work. older young people and people involved with gardening, with raising goats. things

we have what we call our refresh program. so these are meals freshly prepared at 20 middle and high schools across the district. this represents about 13 percent of the meals that we serve. i call this a speed scratch program. we make sandwiches, vlad, et cetera from scratch but buy in certain items. last spring i talked about the need to do, for example, pre-cooked protein at these sites because we are not able to have the right kind of hoods to cook protein raw. and 75 percent of our meals are procured from an outside vendor. so this is what we call a heat and serve meals. they are freshly prepared but they are packaged, shipped cold and heated at our schools. and those are all of our elementary schools. in the last two years, we've worked to shift meals out of the third model and into the first two models. so to increase the amount of scratch cooking and also increase the amount of freshly-prepared meals. i'll tell you more about that. and so how have we done this? we have expanded crash-cooked meals by investing in the cu

we hope we will be victorious. we will be deployed if the 49ers win as well. i want to report on our overtime status. we are about halfway through the fiscal year and currently we are 6% over our budget in general overtime. several unfunded areas have caused us to be over budget. we are and will continue to try to reel this in, but i want to report on what some of those events were. we responded to a mutual aid request at the kinkaid fire. that was a little over a $300,000 expense. now, that will be reimbursed at some point, but it does cause our overtime costs to go up. also, hospital watches, which is an issue that we struggle with constantly when individuals are arrested and they require medical attention and that medical attention is prolonged, our officers have to stand watch at the hospital to make sure that the person in custody is basically safe and that the medical staff is safe. approximately $380,000 to date has been spent on hospital watches and that expense is expected to be $800,000 by the end of the year. our hospital at zuckerberg z.f. general
