nbc's josh letterman has been digging into this and joins us now. what is going on?his started out with the right intentions. officials wanted to get relief to hospitals out the door as fast as humanly possible. so they used the best data that they already had in their computers which turned out to be medicare spending rates from last year. but the problem as we know is that some parts of the country are far harder hit by coronavirus than other parts of it. if you look at the way this first $30 billion tranche of hospital aid went out, a state like new york got about $9,000, if you look at how many cases of covid-19 they have there. just across the border in new jersey, 71,000 cases, got about 13 grand for every covid-19 case there. but then far less hard-hit states like west virginia with about 718 cases got $351,000 while north dakota got $267,000 per covid patient out of that first tranche. and if you think about who doesn't really have medicare patients at all, pediatricians and children's hospitals essentially got no money out of the first tranche of aid. >> is
