while coming the pell grant, at its peak in 75/76 maximum pell grant covered more than three quarts of the average cost of attendance at a four year university. today less than 30%. long-term investment proposal calls for a return to a pell grant that covers 50% of the cost of attendance for public four-year university. our third and final component to fix fafsa is to better target and significantly decrease verification selection rates. the student fafsa is not complete or actionable until this process is resolved, often causing missed deadlines and opportunities for first come, first serve state and institutional aid. earlier this year, we worked with the office of federal student aid data to find slightly more than 70% of students who completed verification experience nod change in their pell grant award. and that 93% of applicants with an auto zero efc retained that award after verification. these data raised questions about the cost and benefits of verification and how upcoming policy implementations could knock down this barrier. in closing we thank you for having this important

the feds will provide some basic sense of data to the locality that apply for various grants from theovernment but really they will force your locality, your county or municipality to fill out a very detailed demographic form and they will have to list where everyone lives according to their economic status, according to race and ethnicity, according to national origin, according to english language proficiency and handicap status. and i could go on and will go on and explain how that will then be used by the fed but one crucial thing you need to know is when you fill out that form, if you check the wrong boxes, you could be opening yourself up to a lawsuit as a locality and that would have tremendous negative effects and we've already seen a run through of this in westchester county in new york state which the obama administration used as a kind of dry run for its affh rule. if you are sued, that would give the feds an additional lever say to force you to go into regional governmental consortium, to force you to remove your zoning and make it the way the feds want, to force you to sp

we have awarded grants and loans to over 400 small businesses thus far. we wanted to make sure that we were equitable about that approach always guidings work through racial equity lens. one of the most important pieces is ensuring every district would be represented and also more equitable work and places where we were doing that work would be supported through these efforts. in the first phase $1 million to 128 small businesses and 29 different neighborhoods with up to $10,000 in funds to support those who were experiencing loss. we set aside a minimum of $2 million for low and moderate income owners to ensure they were supported with relief efforts. neighborhood goes like lower filmore, bayview, castro and excelsior. long-term businesses have given to the city and we want to give bamto them as well. then because we were looking for additional funding sources, we took dollars that we had with existing partners already with our partners to do small business work and help convert to support women entrepreneurs around san francisco and very specific neighb

for sfmta, we're seeking additional funds for that grant, and we want to thank sfmta for that. we're also going to go ahead, and i want to talk about, as much as we can, about the ferry service project. we're going to go ahead with the ferry providers and implement ferry service and seek funding for vessels from state and local sources. another project is the bicycle and pedestrian planning efforts that we're working on. our plan is to build a location from the eastern span drop off and bringing a basic path along the western side of the island down to the ferry terminal. so that's the vision that we have, and we're actively pursuing funds to make that a reality here. last slide should be coming forth, which really just an overview of the fact that the infrastructure itself, as i indicated, is implemented in phases. there are environmental approvals that frankly are being documented as we speak in terms of the actual physical infrastructure. one reminder that the actual totaling concept and the actual operations of tolling was approved in 2011 as part of the island. we're doing

we took a concern there on stock options in their granting. with all equity compensation insiders need to be approved by shareholders. when shareholders approve a plan that says stock options will have granted with a stock option exercise price equal to fair market value, one option they grand date believe that. executives who get the stock options will live by that. if instead the market value doesn't reflect material information insider information, that's going to be announced the next day. or the next week. shareholders have been duped into approving equity compensation that does not reflect real fair market value. i want to thank the insiders at kodiak who have added insult to injury, first they granted stock options at what they knew to be an in fairly low price. then they spent a lot of shareholder money on a corporate law firm to tell them it was all legal. that tells us we have to change the laws, because if any major firms can say this is legal, it shouldn't be. and so we have to deal with the issues of what is called, spring loading
