joining us from capitol hill, garrett haake. k about this to do list over the next few weeks and the appetite to check some things off where you are. >> the government fund hags to get done. they have to find a way to keep the lights on. the big question of what's going to get done over the next month and a half, two months while they're working is a co-vid stimulus bill. a co-vid relief bill. pelosi and mnuchin did their dance for several months over the course of this year. never got anything close to an agreement. in reality. you need probably the president to push a big deal over the top if there's going to be a big deal in the republican-controlled senate. the republican has declined political capital every day. it's harder and harder for him to make a big push and it's not clear if he still wants to even do a co-vid relief deal. a lot of moving parts. i think both parties probably on the congressional sense, the democrats and republicans if they're going to do a deal, they'd probably rather do it now. for the democrats, it

joining me is capitol hill correspondent garrett haake.at the president said, get it done. what's the likelihood we'll get this done and get a bipartisan relief bill out for americans as we approach the holidays and wave three. >> since i'm at risk of getting stepped on by joe biden, the likelihood remains low. the two sides remain more than a trillion dollars apart, and presidential tweets like that don't help the conversation given the debate on capitol hill is between going bick and staying focused. the president effectively endorsing both policies. we are seeing the treasury department, steven mnuchin, who had been leading the negotiations for all republicans, boxed out of this process, and the reality is if a deal is not reached soon, it could be a presidential joe biden signing an ultimate agreement into law. the president's tweets not particularly helpful or in this case particularly decisive in what's going to get done up here. >> how hopeful are folks something can get done, especially when you're considering republicans that won'

garrett haake in texas, garrett, outside of houston, this is literally the district you grew up in.t has not carried texas since 1976. you're a son of texas. you've been on the ground in elections past. what are voters telling you this morning? what's the reality check? >> i think the interesting thing we've continued to see in texas and it started in 2018 is the collapse of republicans in suburban districts like this one. this district has a little bit of downtown houston. a little bit of the suburbs. republicanism is in the blood of folks here. this is george h.w. bush country. this is a strong mitt romney kind of district. what you're seeing is folks who are -- would never in a million years describe themselves as a democrat but can no longer bring themselves to vote for president trump. i know a lot of people who are biden cornyn voters. they don't want to think of themselves as democrats but they don't think of themselves as the party of donald trump. at this polling place i met a number of folks who are the kind of trump voters you'd never see caught dead at a rally, for examp

let's go to garrett haake, who is in houston. in harris county we're talking about right now. rrett, obviously this ruling hugely significant when you just look at the number of ballots at stake here. talk about the implications there and the battle for texas. what are you seeing on the ground? >> reporter: in terms of voter access in texas, this whole election has been one step forward, two steps back. the governor added six days of early in-person voting in texas. which is enormously popular. that same republican governor limiting the number of ballot dropoff points to just one per county. now in closing days of the election, you've got an outside group of republicans led by notorious gadfly here, political activist suing to throw out these drive-through ballots that were cast. that was kind of a brainchild of the harris county clerk here, who's been trying to come up with additional ways to improve access to voting here in the county. the texas supreme court threw out this lawsuit, but there is going to be this federal lawsuit tonight. i asked the clerk today if he's comfort

with me now is our own garrett haake on capitol hill. garrett, there was no drama to this. and yet one could argue maybe there should have been. but democrats haven't figured out what it is that they want in new leaders yet so, they're sticking with the old ones? >> reporter: yeah, i think that's pretty much fair. the top four leaders in the democratic caucus here will all stay the same from nancy pelosi down to hakim jefferies. katherine clark moving up to be the number 5 democratic leader here. but yeah, look, i think there's a feeling among democrats that pelosi and her team still deserve to be at the top, they won back this majority in 2018. they'll have a smaller majority with which to govern now. and there was a little bit of news out of this news conference, chuck. i asked speaker pelosi if, you know -- remember at the start of this congress there was discussion about term limits for the leadership team. that was never codified in any way. but at the time she had said she would only serve two more terms as speaker. i asked her if she thought that meant this next term

i go back to the question that garrett haake wisely put to senator graham.e senator from south carolina getting involved in the georgia recount with the secretary of state there anyway? >> that's a good question. lindsey graham says he's getting involved because he has questions he wants to ask about how the process works for matching signatures in this state. but when garrett haake asked him why was he getting involved in the race, the senator from south carolina said it's because the future of the country hangs in the balance, suggesting somehow once again that there is some uncertainty here about the outcome of this presidential election. when, in fact, there is not. the secretary of state here is finding himself in the place that no republican wants to be which is inbetween president trump's baseless allegations about fraud in this election, and the truth. it was one thing to sort of speculate ahead of the election about things that could go wrong or fraud that could enter the system. it's another thing now that the election is taking place to be perpetr

garrett haake is on capitol hill. senior business correspondent and anchor stephanie ruhle is with us, as well. ali, we all heard it on the trail. president-elect biden spent a lot of time talking about what he called his build back better plan. now that he's president-elect, what do you think we're going to hear today? will it be anything new or different? >> well, look, the biggest, new thing about this, chris, is the fact he's now saying these words as president-elect. certainly, when you're a candidate, policy matters, but now, americans both who voted for biden and who didn't, are going to be hearing this new build back better plan in a new light, because he is doing it from his biggest bull horn ever. you and i know from watching and listening on the campaign trail a little of what he might talk about, which is that we know where the plan is going to go. it involves another massive undertaking of a stimulus. specifically giving money directly to americans, as well as focusing more on unemployment assistance. we

. >> nbc's garrett haake, george republicans have two runoffs ahead, why are they still fighting thisecount in georgia of the presidential race? >> reporter: the sense i get is all of this is about the runoffs. this is the ball game for senate republicans. the presidential race is over and more and more senate republicans are coming around to that realization that joe biden is the president-elect. the two georgia senate seats that will be subject to the runoff race are all-important now to senate republicans. senator graham is most concerned about the runoff election that will happen there and the degree, as he sees it, of oversight. raffensperger would probably prefer not to have a senator from north carolina looking over his shoulder. we see marco rubio, vice president pence heading down to georgia. i think it continues to be the lens that we have to look at nearly everything these republican senators are saying between now and the runoff. >> and the question would be whether donald trump goes and joe biden, i bet both of them will be heading down. this is the ball game. garrett haa

i want to bring in nbc's garrett haake on that. what's up, man?o see some stimulus bill on the floor sometime before the end of the year? >> reporter: hallie, there's a few weeks left in the legislative session, this lame duck session. the good news, to be degree there is any, it is mitch mcconnell and speaker pelosi who is expected to be dealing directly with each other. no longer be trez si sasury sec mnuchin being the middleman. sometimes in a republican senate, almost never, in terms of what could actually pass. the bad news is here, as you point out, two sides are still very far apart. mcconnell in his public comments talked about the fact the stock market appears to be improving. other economic indicators appear to be improving. the vaccine news, evidence a smaller package could work here. pelosi hasn't been willing to go much below the same offer she's been making to treasury secretary mnuchin. the fact it'll be the veteran legislators in a room together should give folks who want a deal done a little more optim m optimism. we're still in a

garrett haake is in detroit, mi michigan, and gabe gutierrez in madison, wisconsin.hat is the thinking people will hear of more potential protests? >> reporter: there's a small protest at the tcf center that started in the last 30 minutes organized by freedom works, the group, only about 20 people and not entirely clear what their message is. some of the stop the vote messaging we heard from the trump campaign, and stop the count. here in detroit the count is over. the tcf center, bustling center of protest activity yesterday, there's nothing left to protest here. we're just sort of waiting for the canvassing of the official results here. so some of this lingering protest here, but i think michigan might be kind of beyond the point where that projects anything, any pressure on anyone at this point. >> what about state officials in that trump campaign lawsuit that responds to that, garrett, what are you hearing? >> reporter: yes, this is kind of in the similar boat. the trump campaign got on board with this lawsuit about election observers essentially saying they want

garrett haake joins me from his post on capitol hill.ur a lot of congressional republicans have stayed noticeably quiet this weekend. what could we expect to hear from senator mcconnell? >> reporter: mcconnell is as good as anyone at not saying anything he doesn't inted nd so. his only comments on the election is about counting all the votes before anything occurs. unlike a lot of the other senators who have only their own personal relationships with the president and only their seats to worry about, mcconnell's job is to defend his majority in the u.s. senate. the majority is very much still at stake with the runoff election coming up in georgia. so i think when mcconnell takes the floor, we should expect to hear comments largely focused on that race. to the degree it reflects on the presidential race, it is not in mcconnell's best interest to say the elections are being stolen, votes don't count. he needs republican voters to go vote in the two runoff races coming up in january. i suspect that'll be the focus. his office has not confir

garrett haake is joining us now and also is anard.eard from joe biden, what are you expected to hear from mitch mckonld today at three? >> there has been a third. they congratulated the president and the vice president elect. he is good at saying as little as he wants to and i expect that it what he will hear. he may mention the election, the turnout, the lack of forward interferen interference, i don't expect that he will comment on the question of who is president elect right now in part because he doesn't want to divide his caucus. try not to throw anyone overboard if you don't have to. i don't think he will make a firm statement one way or the other. i think a big part of the reason is the focus on georgia. just within the last 30 minutes i got a campaigning fundraising e-mail. it doesn't say anything about the election results at the top of the ticket but this is the primary focus now. i think if anything you see the republican controlled senate, how do they keep those seats in the fold or keep mitch mckonld in the chair. that is

we have garrett haake in texas, vaughn hillyard in arizona to cover this for us. ur cowboys went into halftime in the lead, which i know is a big deal in your house, tell us about the democrats' effort to turn that big red state a darker shade. >> reporter: brian, record turnout here undersells it. 9.5 million votes cast in texas. 10% of the votes cast anywhere in the country up till now have been cast in texas. and texas is usually one of the bottom five or six states in turnout. that has broken the model for these campaigns. they do not know what the turnout picture here looks like, and it cracks open the possibilities for democrats. the biden campaign has invested relatively little in this state. they've sent their vp nominee and the wife of the candidate to the state, but they're not even spending significant money on tv here. the chance to win in texas is driven by population growth, not just, you know, immigration the way we think of it, from immigration from states like california as the state blows up, the chances for democrats improve. nobody knows what's

. >>> i want to turn now to capitol hill and garrett haake. good to have you with us.re there getting clarification from lindsey graham. the "washington post" reports that senator perdue expressed concern that president trump's fight over the presidential results in georgia could actually hurt the gop senators come january's runoff. what do we know? >> reporter: yeah, the "post" reporting is on this, they report that perdue on this conference call was expressing concern that some of the voters who have been with the republican party traditionally but turned away by donald trump may not be coming back for this january runoff. we've learned a couple things about elections in the trump era, one is that when donald trump is on the ballot, he is a turnout machine for both parties. that is why we saw the record breaking turnout in the november election that just passed. but you when not on the ballot, he has been more of a turnout machine for democrats. whether that still applies when he won't be on the ballot in the future now having been defeated is the open question. when

with me now is nbc white house correspondent garrett haake and michael kang, professor of law at northwestern. jane tim is an msnbc political reporter. good to see you all. garrett, i want to start with you. do you have any reaction from trump to the pennsylvania judge's ruling? >> alicia, not yet, but i think it's a pretty safe bet there will be. look, to the degree there is a legal strategy remaining here for the trump campaign, it's really more of a public relations strategy. they want to kick up dust and keep these lawsuits going in all of these states as they're set to certify their elections. in fact, pennsylvania is set to o certify on monday for joe biden. they can now do so. not to steal from michael or anyone else's thunder, i'm not a lawyer, but i was once bad at sports. this judge's opinion is a functional equivalent of rudy getting dunked on here, and that kind of thing is likely to upset the president who wants to keep his accusations of fraud and the prospect of successful lawsuits, which as you just pointed out, have not yet materialized front and center in the national conver

nbc's garrett haake joins me now from houston. it's a city and state that he knows very well. this has the potential to be pretty consequential, garrett, especially as the county and the state are breaking turnout records. walk us through the stakes here. >> reporter: craig, it really does. look, the entire texas senate rate in 2018 was decided by about 250,000 votes. so the idea that 127,000 or so votes from the state's most populous county could effectively be dumped in the trash would be a big deal in the results of what happens here. now, this drive-through voting was the brain child of the harris county clerk, who wanted it to be as easy for people to vote during the pandemic as it is to order with wanna burger. i asked him whether he is confident the federal judge will throw it out today. >> if the federal court follows the law, we'll win, no questions asked. the law is 100% on our side. these votes should count. there are over 100,000 voters here, and they're republicans, they're democrats, and they're everything in between. their vote should count. >> reporter: craig, h

let's go right now to garrett haake in houston. rrett, this is a pretty stunning situation in texas from a couple of days ago. what happened with that bus? >> alex, well, in regards to the bus, we had a -- this was a bus tour of the state being done by biden surrogates. they had been making their way through the various media markets on texas. that was on i-35, just outside of austin when they were surrounded by this pro-trump caravan. we have seen caravans like this all over the state, all over the country the last several weeks. there was an incident where a truck in that caravan appeared to collide with a staffer's car. a staffer for the biden campaign. the biden campaign said they called local authorities and were escorted to their final event in austin, and decided to go ahead and cancel that because they were worried about the possibility of political violence. it speaks to the fact that texas long an afterthought in presidential politics, is really anything but this year. i'm reporting right now from the epicenter of that in

garrett haake, you're in your home state of texas. what are people telling you there? >> hi, steph.ady line outside this polling place in the greater houston area. this is a democratic leaning neighborhood and republican-controlled congressional district. what i found from the voters i've been talking to is the take his phone away trump supporters. they wouldn't be caught dead going to a trump rally but they support the president whether it's because republicanism is in their dna coming from this part of the state or whether they just like certain pieces of his policies. for the biden campaign, the path to victory in texas includes convincing a big chunk of those folks that they are tired enough of the donald trump related noise that they're willing to back away from him. if they're going to win, they're going to do it on the back of harris county voters. 1.4 million texans have already cast their vote early. the margin here, what we're going to see over the next couple of hours is another couple hundred thousand votes that probably need to be cast in this county before it's all sai
