david chipman, he's a former special agent, and a key player in a gun control group started by gabby giffords's unapologetically for tighter restrictions on guns. that's a key post, which hasn't been filled for seven years. and on the policy side, you see some of the limits the biden administration is running up against. tomorrow, he will ask the justice department to promulgate rules regarding so-called ghost guns, that can be put together piece by piece and don't have a serial number. also, stabilization braces. something you can put on a pistol to help with accuracy and stabilization. something used in the shooting in boulder, colorado. moving funds to be able to invest in communities like boulder, colorado. and the justice department will be crafting what they consider a guide post for so-called red flag laws. it will be something for states to look at as they seek to impose red flag laws. the administration wants to do more, but there's only so much they can do without congress. >> people say it's not enough. at least it's a start. and we'll see how much of it he gets to make an impact w

we're all very aware of your history as such a close friend of gabby giffords. biden announced some executive orders combating this. what is your optimism at this point of congress getting something done? >> well, i am very optimistic. and just -- i think it's important to keep in mind that, yes, thankfully we have a president who understands that knocking down and aggressively going after gun violence in this country is critical. but thanks to organizations like gifford's and moms demand action, brady, there are also so many state-level efforts. the nra is bankrupt. they have been very diminished as an organization and we need to just continue to keep pushing so that we can make sure that we can keep guns from people who are dangerous, who the law says shouldn't have them. we need to pass jamie's law which would -- which is legislation i'll be introducing that would enforce the law that already exists at the federal level. that you have to have background checks for ammunition. that's absolutely essential as well. we're going to make progress. slow and steady w
