on this friday i'm marcus washington and i'm laura garcia. we're going to check in with mike in just a little bit. but let's talk about the friday forecast. the rain has moved on through. yes, it's out of here. it's a cold morning, but it will be a very nice day. temperatures warming up and we will continue to warm as we head into the weekend. this is a live look outside in san jose as we're starting out. mostly clear right now and temperatures right at about 40 degrees as you're stepping out the door. it is 42 in oakland and 36 in sonoma. so where we see these temperatures in the upper 30s, that's where we may have some frost developing over the next couple of hours. but then take a look at our highs for this afternoon in the low to mid 60s, even up to 68 degrees for santa rosa, one of the warmer spots, while san francisco will hit a a high of . and tomorrow will also be a nice warm day as those temperatures go up a few more degrees. so i'll be watching that for you. we'll talk more about the weekend. as of now, looks like it's friday light.

good morning to laura marcus. measure a is the only measure on the ballot during today's special election here in san mateo county. and it asks voters to give the san mateo county board of supervisors the power to remove a sheriff for cause with a 4/5 vote. the board is pursuing this measure in response to an independent report, an audit that it commissioned in november of last year. that 400 plus page report was released, and it accuses san mateo county sheriff cristina corpus of a conflict of interest, abuse of power, intimidation and retaliation against employees, and the use of racist and homophobic language. her own captains, the deputies union, several cities here on the peninsula, and local political leaders. they have asked her to step down, but sheriff corpus has refused. she says she is the victim of false lies and accusations from those who want to keep the sheriff's office a, quote, white man's world in her words. and she has since filed a $10 million claim against san mateo county. last december, vote

i'm marcus washington. well, former city councilman omar torres back in court this morning to enter a not guilty plea related to alleged sex crimes with minors. nbc bay area's kris sanchez with more now live for us as this case proceeds. and chris, walk us through what happened this morning in court. all right. i'll have to paint a picture for you, marcus, because no cameras were allowed in the courtroom. but omar torres was in the courtroom briefly this morning. his beard was shaved off, his hair was buzzed off, and he was wearing a brown prison or jail jumpsuit. so that's what he looked like this morning. he was in court to enter a plea to those charges that he faces. he entered a plea of not guilty to those three felony counts of child sexual assault. he is now scheduled to appepear in court april 28th for a preliminary hearing. that's the hearing where a judge determines whether there is enough evidence to move the case forward to trial. now, this is torres. in a prior court appearance in november, he r

well, hi there, marcus and laura. vta is telling commuters to make some alternate plans in the days ahead as the amalgamated transit union could go on strike. but the union says that vta is using scare tactics in order to try to get the vta, the union workers, to accept a lesser deal. now, that contract expired at the stroke of midnight. as you said. the atu is 1500. light rail and bus operators and other workers already voted to go on strike if necessary, and the union got the green light from the south bay labor council. and now commuters say they're stuck in the middle. the effect me so i have to take a uber or lyft, or i have to take the caltrain, which takes more time for me. so it's very convenient. it was nine. vta made its last and final offer on thursday. that offer was 9% in pay increases over the next three years. the amalgamated ansit union has lowered its ask to 18% over the next three years, the same period, according to the union. other sticking points are increases in dental coverage and change to holi

i'm marcus washington. and i'm laura garcia. we'll check in with mike for that morning commute in just a little bit. but let's start out with a look at the forecast. little lingering showers depending on where you are. yeah. and we're going to see that not only this morning but possibly throughout the day. this storm system is going to keep it very unsettled as we see the area of low pressure just spinning across the region. and you can see the rain and snow that's been happening across the region. so as we get a closer look at the bay area, there is some rain to the north of us. there's some to the south. so we are going to see this as it rotates and spins around the bay area, bringing us waves of rain that will be possible as we go into the afternoon as well. right now it's along the coast and the peninsula, but we've also seen that rain over the south bay. and a closer look at some heavy snow coming down around mount hamilton for some of the san jose foothills. we will see that rain changing over to snow, but at least for the

well, marcus, it appears the voters have spoken once again. and some of them who voted the sheriff into office now appear to be voting to give the supervisors the right to call her out of office once again. our county elections workers here in san mateo are ststill counting all of the vots in this special election, but early results are overwhelmingly in favor of measure a. that measure changes the county charter to allow supervisors to remove the sheriff from office. it is an amendment. four of the five supervisors and state and federal elected leaders, plus labor unions, publicly supported voters. we talked with say they are concerned about the precedent this sets. others say they are ready to move on. we've been out in the open. we should have had a recall election, not this. i think it would set up a negative trend for the future, that any time somebody is not happy with somebody, they create a charter amendment. i voted yes, vote corruption out. our sheriff, christina corpus, is accused of a abuse of power, of making racist and homophobic

marcus. we're going to turn now to a potential new gut punch for those struggling most to make it in the bay. with congress staring down a march 14th deadline to approve a new spending bill, health advocates are fearing drastic cuts to medicaid. today in the bay's ginger conejero saab joins us live from san francisco with a look at what's at stake. good morning ginger. good morning kira. will. congress took the first steppy kick starting talks by passing a budget framework along party lines last week. it calls for about $2 trillion in spending cuts. and while it does not lay out where exactly these cuts will be made, some expts believe that it cannot be met without significant cuts to medicaid because of how much it costs. now, medicaid is a last ditch option for coverage for roughly about 80 million poor and disabled americans, including millions of children. it's jointly paid for by states and the federal government. but it is one of the largest sources of federal spending, costing about $6

i'm marcus washington and i'm laura garcia. in our newsroom. we are following several breaking news stories out of capitol hill. first, we are learning. u.s. immigration agents are planning a new operation to arrest migran families with children as part of a nationwide crackdown. after the families are arrested. agents will place them into detention before they are removed. a separate operation to find children who entered the u.s. unaccompanied and were released without court dates is now also underway. sources tell nbc news ice lawyers are working to secure warrants to enter homes to arrest famils. spokespeople for the department of homeland security and ice did not immediately respond to requests for comment. as the developments come in from washington today on the peninsula. san mateo county's rapid response team will brief members of the immigrant community about the actions being taken to protect people from detainment and deportation. leaders say over the past few weeks, they've trained hundreds of people to use rapid response, which the
