chair mcguire and thank you director kirschbaum for being here.o have a few questions just and i know you touched on this a little bit but is there a major focus on stalling capital projects or possibly shift in resources from those projects? >> it is yes for a couple of reasons. one is we are seeing instability in our capital funding sources in addition to our operating sources and that's something that we're currently trying to get in front of. and then it is also one of the only tools that we have to address these short term gaps. so we i, i, i hate to do it. >> i mean i as you know am very, very focused on state of good repair and trying to get everything into a life cycle condition and we are unfortunately not seeing a lot of good choices so we are we are looking at it as a strategy and then can we charge taxes and other vehicles for use of parking and bus lanes etc. the the question is can we start charging agencies or it is one of the things that the muni funding working group looked at we had it in the 2029 and beyond category because ther
