i'm andy barr, co-chair of the republican study committee, empowerment initiative and i come from kentucky's sixth congressional district. like so many other members of congress, we represent urban poverty. but in the far eastern part of my district, we have several counties that are designated severely economically distressed as part of the appalachian regional commission. and there's a lot of rural poverty in america, but in our task force we appreciate the speaker, including many of the recommendations in this, "the better way" proposal from the poverty and upward mobility task force where we build upon the successes of the 1996 welfare reform initiatives where we included work incentives and the results were clear. when work incentives were included part of our public assistance programs, there was a dramatic decrease in childhood poverty and there was also a dramatic increase in single mother employment. and so we are very, very grateful that we have a model here in the district of columbia with bishop shirley and these people showing us the way and the way they have shown us is that po
