the best use of the national guard is to use the national guard for the unique authorities that it has, and that is to remain under the command and control of the networks in the states. every state has a different way to deal with disasters. and the national guard is uniquely qualified and postured to act under the governors. if you were to federalize them, you would lose that ability. one unique attribute is that we can operate as law enforcement to assist the state and local law enforcement. and if you were to federalize the national guard, then you lose that ability to do that. certainly, the president can mobilize the national guard. it would be my advice, and there are no plans to take the national guard and put them in a federal status there. much better used under a state status. >> thank you. >> general, you talked about the tennessee guards moving those half-million swabs to memphis. i guess fedex will distribute them across the country. walk us through what the role will be after that. after the tests are done, do guard members get them from the -- to the labs? what do you e
