"action news" reporter, annie mccormick has the details. >> reporter: delaware state police on the scene friday afternoon at claymont at harvey road and garfield avenue where this crash ended with a suspect shot by state trooper after he was transported to christiana hospital where he died. >> i almost got hit. >> reporter: thomas mcnaulty said he almost got caught up in the chase, he didn't realize at the time that billy was the suspect they were pursuing. >> he is a good man, he is a great person, he has a lot of issues going on. he is a great person. >> i asked the state trooper is he alive. >> reporter: his relatives went to the scene. homicide detectives joined several troopers who kept the road lit looking for evidence. he was arrested in 2010 for taking police on a lengthy chase through claymont. recently his family said he was distraught and questioned whether it was suicide by cop. >> he has had his problem on and off with drug addiction, he cleaned himself up and go back toilet. >> reporter: state police not releasing many details at this time saying this is an on going investi

annie mccormick is keeping a close ion this one tonight. she is live now in old city. any. >> and brian, that's right, everyone is hoping this saga will come to an end. at this point there's a lot of positive signs pointing to that. union and septa members are still negotiating a deal at this point. a good sign came around 8:00 tonight when members of the septa board including chairman did arrive to the table here. we're told that does signal that a deal could be closer the at this point sources are telling us major issues like city contracts have been taken care of and they're hashing out the details with suburban lines and they're hoping they can avoid a strike and come to i deal. it's been 7 months since the transit workers union worked without a contract and this week they is a possibility of a strike looming over the city potentially affecting buses, trolleys and subways and not regional rail. they went as far as distributing picket signs earlier in the week. union boss willie brown wanted a contract by the end of friday and we're working now into friday evening.

annie mccormick is live with this. >> we had a pretty dry street here, at dickinson and now crews are digging up the hole, a 16 inch water main break was gushing water earlier, now we are starting to see water again. it's bringing a crowd and it's a mess here and they expect to be here at least through midnight. take a look at this video, this is what if looked like at 1:00 or 2:00, that water was flooding it's estimated that 800,000 gallons of water flooded this intersection this afternoon. water officials say they got the water under control in one and a half hours. by standers described seeing a pickup truck in the video get hoisted by the floodwaters. this is what they described to us. >> there was a crack and then the water level rose up and pushed -- it didn't tip it over, the car came up so high off the ground. it was crazy. >> again back out here live, are you zooming in live to where they are pulling up the street, it's a mess here where the street buckled because of the pressure and the water and more water is coming out and water officials are trying to turn that off. this
