michael shure, a political analyst, and ari robinoff from sirius xm radio. where is the room for the third party? >> ray, one of the interesting things when you play jim jenkins saying that his promise is that he will caucus with neither the republicans or the democrats. we elect independents occasionally in this country and when they get to washington, even greg orman is saying he'll caucus with whoever has the majority. therisn't an independence once they get to washington. it's very difficult to take the traction you gain on a state level and then take it to washington, and then have that independence. it's too stifling with the two-party system. >> then betsy it's more of a strategy than an ideological reflection? >> if it's a campaign strategy it's not successful. most don't pull it off. in orman's case it makes sense because he's very none ideological. he has donated to president obama and hillary clinton and todd aiken before he made his infamous rape comment. it could be working, but in the other cases we see it's not competitive and it's just changi

as ari pointed out, the voting rights act has always been overwhelmingly bipartisan.hat we're seeing is something that's emerged very recently with a segment of one political party. >> and the problem is that the incentives for the republican party have changed. remember in 2000 and 2004, george w. bush courted the hispanic vote. now, you have a situation where the tea party was elected in 2010. they helped elect candidates on a wave election that was much wider, more conservative, than the electorate in 2008. and they wanted to keep it that way. so, the incentive for them was, how, in the face of changing demographics, can we make the electorate more favorable to our candidates? and they, so they started looking at all these new voting restrictions. and they said, look who doesn't have photo i.d., 25% of african americans, 18% of hispanics, 18% of young voters, relative to the rest of the population. look who used early voting. look who registered to vote in 2008. young people, minorities, those kinds of people. and, so, really, what's happened is the republican part

i spoke with ari fleischer, former press secretary for george w.llegations. >> i was shocked. i read that story like it was a page-turner. frankly, my first three questions were, where's the beef? then you read what they said was the evidence of it. here's what the scandal is, three sources told the "washington post" reporter that the independent investigator for the ig, the inspector general, said he was told to delay his research until after the election, because they knew it was embarrassing. that's the scandal. the white house cannot and should not dictate how investigations go. >> for people looking at this from the outside, they may say, that's just politics as usual. you know, people want to play down anything that might be potentially embarrassing in an election year, or scandalous, so to speak. >> it is politics as usual to play things down in the election year. but the media protects us from any change to the rules to manipulate processes, to put pressure on inspector generals so they don't do their report in the manner that they want to

ari? >> that's a controversy people will be following closely. kristin welker at the white house. thanks for your reporting. for more on the politics of ebola, we'll bring in bryant boitler, senior editor at "the new republic." you look at this and think back to other times we've had different levels of crisis and people saying about the president, why doesn't he get angrier or understand his job is partly theater? and it is. when you look at deepwater horizon, calls for him to go to the border, and now calls, not just from republicans, he needs to be more forceful, more angry about the threat to the nation, it seems to run against the precedent here that we have a pretty calm evidence-based commander in chief who is going to let the evidence lead him and not a membomentary need for the theatrics. >> i think the fact that president obama addresses the nation two days in a row, maybe he was too cool about his imperative outset but it doesn't mean the president needs to be withdrawn. >> when you say he was too cool at first. what do you mean? >> this is something people worry about.

let's talk with ari and ira. gentlemen, grade to have you with us on such a big day, but ira, let's start with you. what are you telling your clients in the wake of the fed today? >> so the fed was certainly more hawkish than people thought. i think it's a lot less dovish though. we do think that we're very close to a bond and a ten-year yield and we think that ten-year yields are poised to back up a little bit, but probably not as much as some people think because we still don't know how far the fed's going to go and ultimately if the federal reserve or the expectations is to hike it only 2, 2.5%, then they have only so many basis points to sell off. and our forecast is 3%. >> so from a fundamental side you think only to the upside a little bit, but what are they telling us? are they suggesting a different tone? >> in the charts we kind of say the yields are going to remain range bound. we see 2.4 to 2.5%. what we're showing is sent meant. coming into it, very few bulls. that has risen through the years as the y
