i'm here to talk about two issues we've had plenty experience dealing with here in arizona. one is the attack on voting rights and the other is the attack on common sense campaign finance regulation. they're interrelated. in 199 8 voters approved the initiative. for the first few cycles it work very well. candidates with diverse backgrounds without money were able to run by running on $5 contributions. 200 contributions qualified you for the system. there was immediate impact on the public finance at the state legislature. one of the most dramatic impacts that we saw is the increase in people of color who were elected to the state legislature, as well as women. we saw people of color elected in districts that were not majority, minority districts. it was very difficult for a person of color to run in a non-majority/minority district because people of color aren't supposed to win there. and so it's hard to raise money because nobody expects you to win. when we had public finance and we had people qualify for clean elections, they suddenly had the funding that they needed in o
