the efforts of the majority of atf. these hard-working devoted public servants are committed, absolutely committed to the mission of professional law-enforcement. i listened to them for several months i was there. i learned a lot from them and i took firm immediate steps to address their concerns and the strategic needs of the bureau. i build a new leadership team appointing 22 special agents in charge, 23 headquarters executives, conducted top to bottom review of all atf policies and procedures and we overhaul 50 orders and directives and since my arrival i worked to refocus the bureau on its mission to combat violent crime and enhance public safety and i am proud to say the men and women at atf have responded with professionalism and dedication. you mentioned some of the recent events atf has been involved in from newtown to boston, from west texas to stockton, calif.. we will continue to do our job. should the senate confirm my appointment i look forward to meeting these men and women permanently and help them carry

issued the atf on questioning orders? >> i'm not quite sure that i understand the question. >> you've issued some guidance to the atf on the issue of questioning suspected straw purchasers. what does that guidance say? in other words, you have people all of their questioning straw purchasers. what guidance have you given them for this questioning? >> as i said, at her, other than the fact we have special agents better sometimes involved in the investigation and the firearms trafficking that would lead them to question as any other potential suspect. i'm not aware of any special guidance the what part of straw purchasers. >> what about guidance issued to atf about cooperating federal firearm licensees and the roles they should play in investigations? >> with respect to that particular issue, i do know that after i arrived at atf, one of the issues that we addressed were weaknesses and lack of clarity in our confidential informant order internally. we did a review of that as we did with the undercover order and we revised a

i'll call it atf.es something, it's called tracing crime guns, which means if a gun is used in a crime or is found at a crime scene or illegally possessed, they trace that gun from its manufacturer, because the federal records are -- the manufacturers are required to keep records -- to the first point of its public sale. and then if they can they follow it to the point which it was either found or used in a crime. the value of that in terms of law enforcement is law enforcement investigators can tell was this gun used in another crime or crimes, how did this person get the gun, was it possibly sold by gun traffickers? from a public health point of view, the value of this data, and we're talking about millions upon millions of cases investigated, that is, traced, by atf, is that we can answer some of the questions that now are just veiled. for example, when i worked in this field people would call me and say, well, how many glock pistols were used in shootings in the last ten years? and i would say, nob
