narrator: atlanta is a rapidly growing urban area. its primary source of drinking water is the chattahoochee river, which also provides water to many downstream communities. but its infrastructure is dangerously old, without outdated facilities and combined sewer overflows polluting the watershed. the city faces strict consent decrees and lawsuits, along with a severe lack of funding. man: when i started working for the city of atlanta in the late '70s, we were approaching that point in time where a lot was going to be needed, in terms of rehabilitation and upkeep. most of the very large pipes were at least 80 years old. we had needs that were identified in the '50s and in the '60s and in the '70s that were deferred. woman: we are urging that we all try to find a way to overcome the obstacles and limitations that might exist. woman: when i was running for office, i met someone who knew mayor hartsfield, who, in the late 1960s, said, "i don't know who the next mayor will be, "but i know they'll have to fix the water and sewer infrastru

let's say -- you have gaslines in atlanta. right? let's say there's a major explosion. and it does something where there's a chain reaction and explosions going all over atlanta and it's your worst-case scenario. there's no national evacuation plan for getting you out of here. so you're stuck in gridlock on interstate 85, 75, of whatever 5 it is -- a bunch of them -- your going to be stuck. how are you going to get out? that's why i go around the country and tell people, start to think about -- this is something that is not easy. what would you do if you had to get out of here? how would you do that? where would you go? which routes would you take? don't forget about your mayors. make sure -- don't forget about your meds and your cash and credit cards and you have place to go. most people don't think about that and you won't be able to think about it at the heat of the moment, but we have at this moment no national evacuation plan. we have since in new orleans used trains, buses, and planes, but that's specific for new orleans. it's not in place for any other community.

how would you evacuate atlanta? in less than 24 hours? think about your traffic right now. but, can you imagine everybody trying to get out at the same time? there was a storm, hurricane gustav, that happened a couple of years later in texas and they watched ascend they saw the interstates around and everything is pointing away from the city and they tried it and guess what? it did not work. they didn't really understand how sophisticated we had gotten in our practices and we would face each particular area. it takes 72 hours for us to totally evacuate an entire metropolitan area in new orleans so we had less than 24 hours to get people out. hurricane katrina hit and it was devastating. 1800 people died unfortunately and over 100 billion with a b build -- dollars in damages. she disrupted thousands and thousands of lives across the gulf coast. but let me make a little note that most people don't understand about what we did because we got a lot of criticism about our evacuation plans. we got about 95 to 96% of all the citizens in the metropolitan area out of harm's way befo

three of them confirmed in the atlanta area alone.ounty north of the city, one man who did exactly as he was told. ran to the keep of his basement. was injured when a tornado came tearing through his neighborhood and crumbled his house on top of him. in peachtree city, georgia, home of the national weather service, meteorologists were forced to run for cough where a tornado came heading towards their office. they had to transfer their duties to their office in birmingham, who took over. in chattanooga, tennessee, it wasn't the tornados, it was the rain. lots of it that came down all at once and flooded roads and flooded drivers who were caught. steve osunsami, abc news, atlanta. >> incredible images. look at that. >> lee not letting go, wow. >> it certainly doesn't seem fair. drought-stricken texas got none of the rain from tropical storm lee, only the wind. and that has fueled raging wildfires that have killed two people. >> at least 500 homes have already been destroyed in the biggest fire in that state and is 30 miles from austin.
