the worst violence in 47 years broke out in our largest city of baltimore. the city was overwhelmed. 400 and something buildings were burned and looted and destroyed. 120 police and firefighters were injured. the city was completely overwhelmed and unable to handle the situation. i immediately declared a state of emergency. i sent in 1000 additional police officers from around the state and region and from other states. also, 4000 members of the national guard. we allowed peaceful protests to continue for a solid week and let people express their frustrations. but we stopped all the violence and the burning and the looting and the hurting people almost immediately. i think responding -- separating out the peaceful protesting from violence and destruction is something that we need to figure out a way to do. we did it fairly effectively in 2015. i think many of these mayors and governors have not done it that way. i don't think that the federal government should have to come into the cities and i don't think they should come in too aggressively to further infla

lina wen, a former baltimore city health commissioner. good morning to you.. when you look at all of this and you look at what's happening, you heard the cdc commissioner say this week, you know, we think a lot of this is because northerners went south over the holidays. hard has responded to that and their analysis is that it's -- that it's not, and they point to state like virginia and what's happening there. look what's happening in washington state, right? why is this happening? >> yeah, pope. what's happening is deeply concerning, and it's likely due to a multitude of factors. the most important is that we reopened against a backdrop of surging infections. we never, unlike other countries, we never got covid-19 under control here. basically we gave up. we were halfway. we were able to suppress the level of infections low enough to certain places but not in others. we did not have the capabilities, the contact tracing and testing up and running in time, and as a result when we reopened we knew that we would get a resurgence, and, unfortunately, this new s
