barbara garcia, director of health. for the last five years the department has attempted to begin to do a lot of pickup. we do a lot of needle pickup at our access sites and we've been doing street pickup. so we and expanded our team to 10 more individuals. we have a response team already on the streets. we have over 30 individuals that work with us throughout the city with our cbo, this is a group of ten individuals, that will be focused on needle litter. and they will be walking the streets of san francisco to ensure that we have no needles in the streets. that's our goal. and we'll be doing this effort along with our environmental health department which is here with us today, along with the many community based organizations. we believe this is an important initiative for the community of san francisco. and as the mayor gets complaints, i also get complaints. i've been trying to respond to this, but it's clear to me we've added more kiosks, which are large disposal, for people to drop them off, but we have to find t

barbara garcia, director of health. wan wanted to give you just a quick overview of our 2018-19 budget. as you can see, zuckerberg is almost half of our budget, but i do want to highlight the behavioral health component which is a large component of our base budget, and then the rest of our services, as well. one of the important -- what's really important for the department is to leverage about $1.4 billion in revenue. much much this of this is matc when you heard about trying to reduce medicate dollars on the federal level, we use general fund to offset that. it's really important, in terms of medi-cal does have very strict rules about who can be billed for, so one of the areas -- and you'll see in our budget how we really focus on areas like zuckerberg behavioral health to ensure that people are at the right level of care so that we can maximize our drawdown of federal dollar match. this basically shows you the revenues that we create, as well as the general fund subsidy as part of that that shows the expenditures of

i want to thank barbara garcia from the department of public health for spear heading the project. the san francisco standard and the bart police for being part of this multi-agency approach to addressing the challenges with people who are suffering from mental illness here on our streets in san francisco. the second item i have today is an item basically an update. it's been a while since i have updated the board on the status of mid town park apartments in my district. and i thought i'd take the time today to report the status of the rent modification program and the proposed development and rehabilitation. the story of midtown has been a long and complicated one. i personally know many of the residents who live there and for too long, the residents of midtown were neglected and misinformed by former administrations and went through a number of property managers. midtown park apartments is a six-building, 139-unit residential complex established in 1964 and historically, designed for low and moderate income households. the development is owned by the city and county of san franci

i'm barbara garcia, the director of health. i hope to get to those answers. our role in supporting homeless individuals is our mission to protect and promote the health of all san franciscans. our approach for supporting people is oriented care, i'll talk about this, director did talk a little bit about this. we did receive a waiver of federal dollars to be able to look the this. also, it is really a lot of care coordination and i want to acknowledge the homeless and supportive housing department. and myself and the director, jeff, we actually do at times work on a care issue for an individual. we don't think we should be doing that, but sometimes it's so important that both of us do get involved. also stabilization services to assist individuals into housing. i just wanted to share with you this san francisco ecosystem of care. this is developed both with our housing and support director, homeless department. if you look at it from the red going toward the green, we really wanted to move toward recovery and wellness. but the emergeant issue is what we see in
