it is shameful that the administration is barricading and trying to shut down the memorials. weeks ago the house of representatives passed funding to open every memorial in this country. and president obama and the democrats are blocking it. they're trying to play games and the american people know they're trying to play games. they need to come together and fix this problem and stop holding our veterans hostage. >> there are two types of memorials, there are the veterans memorials and the other memorials, it's the veterans memorials that's got people riled up. how did it happen on october 1 that no one realized in the house or the senate that for instance the death benefits weren't going to be paid, no one realized that? >> just like we didn't realize they were going to put doors around the world war ii memorial. you had to build doors in the first place in order to lock them and that's what they did. trying to make things as difficult as they possible can be for the american people and it's not right. >> it's all a matter of priorities, it's a matter of really a lack of res

and his car was launched into the barricades directly in front of me.rricade just imploded in front of me. and there was no time to run, move left, right. i mean actually at that time, the car literally exploded into pieces. it disintegrated in front of me. >> what were you thinking in did you even have time to think? >> actually people say how much time you have to think about something. the biggest thing that i thought at that time was, life is over. it is no way that i can survive this barricade coming down in front of me. it is no way that any of russ going to make it. and literally the car which was one piece became nothing more than confetti, pieces were all around us. i was literally, literally thinking that my life is over. but there was no time to say can you duck, can you run, can you get away. it was like, this is it. >> mark, he talks about those barriers there. those concrete barriers did not budge. the fence moved. the barriers didn't budge and that saved some lives. >> i'm amazed that carl had miss wits about him to tell you what happened

the officials arrived to see things barricaded, and they were outraged. he went through all of this. this was their memorial. i think the reaction really set up a chain reaction where this individual would say no to memorials here, and i do not think that was expected. >> i think that's right. and the social media, for example, a highlighted the story of a man who mowed the grass on the lincoln memorial and got his push mower to mow the grass because it was not being done. that to my mind is a great act of public mindedness by a public citizen. and of course he was asked to leave. and the 200-year-old senate clock stopped ticking. not because there was not a living breathing human being next to it that could not have a rounded, but the official winder had been furloughed. this does represent something very troubling and it reveals a new attitude, especially by the park service toward the american people. striking out against them, not as a people who have a government or our caretakers of public land, but somehow to punish americans for daring to cut fund

far from leaving these monuments open, they have taken actions to barricade them, enforce the barricades, and make life as difficult for american citizens as possible. far from the tranquility and possibility these places are supposed to represent. one park service employee was quoted as saying, we have been told to make life as difficult for people as we can. we are here today to discuss the purposes of americans monuments, the actions of the national park service during the partial government shutdown, and how those actions conform with the law. we are very honored today to have congressman rob bishop, who serves utah's first congressional district, and he will offer some keynote remarks, and we will turn to our previous panel to speak about not only the history and purposes of america's monument, but the legal ramifications of some of the park service actions. representative bishop served in the house armed services committee and the rules committee, and has continued to serve on the regulation ubcommittee. please join me in welcoming representative rob bishop. a black infinity coupe hit a barricade near the white house just after 2:00 p.m. the car was driven by miriam carey of stanford, connecticut. these pictures come from a facebook page believed to be careys. police almost had carey cornered against sidewalk barricades near the capitol building, but she backed up into a squad car and sped away. that's when the shots rang out. because of the chase and shooting, the entire capitol complex was locked down. tourers who were outside were ushered inside by capitol hill police. the chase ended when the car ran a curb. carey later died. a young child was also found in the car. >> the child is approximately a year old and in good condition and in protective custody. >> reporter: they're now searching through her home. investigators don't know why she ran into the barricade, but they say it does not appear to be an accident. >> reporter: a 23-year veteran of the capitol police and a secret service officer were hurt during the pursuit. they are both doing well tonight. live on capitol hill, now back to you. >> thank you very mu

the barricade as i understand were there to protect.was the -- jefferson monument, lincoln memorial, world war ii memorial from vandals and vandalism. you saw signs that said this is closed. this is not in the face of the veterans. frankly is in the face of the veterans. >> you are not telling the whole story. they're hiring more police, michelle fields, to guard them to keep them closed than the normal amount of police that would be there to keep the thing open. which tells me, like, turning off their satellite tv for guys out in the field fighting for our freedoms, and shutting down commissaries, memorials, all of this was discretionary. the white house made that decision so. they got the barricade as you can see. i think that they deserved. your reaction? >> exactly. look spending more trying to shut down the memorial if they left it open. what's amazing is that, obama is trying to make the shut down as painful as possible for the american people. for the public. when it comes to his buddies, union reps, he is trying to make it painl
