most of the showers have already moved past the bay area. it was in and out of here fairly quickly overnight. there are a couple of light lingering showers in parts of the north bay. we're going to be watching out for rain chances farther to the north as we go into today. but overall it's cloudy and it's a little bit damp out there as we take a live look outside in san jose. it's in the upper 40s now and we're headed back to the sunshine, after some morning clouds. we'll see our temperatures staying on the cool side today, but eventually it's going to warm up and we'll talk about that in a few minutes. >>> mike, you're starting out with a look at the golden gate bridge. >> between the music roll for our show and now, they just cleared the last of the vehicles. you can still see the glowing lights from one of the crews that's still there. we still have the cones as well. we'll have damp roads around the bay, but the slowing i saw on the northbound side of the golden gate bridge has mostly cleared except just after the toll plaza. the east bay,

other bay area water agencies have announced rollbacks of restrictions and fees. the contra costa water district ended the 15% drought surcharge that covers martinez, concord, pittsburgh, antioch and part of walnut creek. a couple weeks ago, east bay mud announced that it was suspending penalties for water use and making the 10% conservation mandate voluntary instead. east bay mud already ended the 8% drought surcharge, but some restrictions remain, including a ban on outdoor watering. along with a ban on washing vehicles without using a hose shut off nozzle. >>> unrelenting atmospheric rivers brought california snowpack that we have not seen in years. scientists are now watching to see what will happen when it melts. flood experts at uc davis say they hope that it will be a slow process. we all hope that. we hope that it will keep the state hydrated for the next couple of years. but a heat wave could bring massive flooding. >> we know the massive reality, and that is that there is something like 30 million acre-feet of water stored as snow in the sierras above us
