in the 70s berkeley became the first place to have a wheelchair ramp. a continual set of cuts carved out of wheelchair access in pedestrian districts and through a set of well traveled routes. the berkeley's disabled community had an active role in designing and mapping out more than a hundred sites for cuts. you can see the picture of one of the curb cuts is shown to be in california with armored tiles. in april of 1977, people with disabilities across the nation show their demand how this section 504 the rehabilitation act signed into law. u.s. secretary of health education and wellness, promised to have it signed by may. but that didn't satisfy the protestors. this resulted in a large event where 500 demonstrators stormed into the office in san francisco. they were provided food and supplies by the black panthers association. finally 504 was signed to law in april 28, 1977, which became the largest in the federal building. this is a picture in 1977 around the area which i like to call market alley. in march of 1988 the board of trust ees at galludet

berkeley police. supported by the c-h-p. are now beginning to form lines. they are reportedly dressed in riot gear, in case the situation escalates. some of the protestors have been shouting - 'justice for michael brown'. he is the ferguson, missouri unarmed teen, who was shot and killed by police last saturday. there have been some local arrests tonight. earlier this evening. scores of protestors rallied at frank o'gawa plaza. and took to the streets of oakland, starting at 14th and broadway. in their demonstration supporting the family of michael brown earlier, the protestors chanted - "hands up - don't shoot" - which has become a rallying cry for supporters of michael brown. there was a rally and march with several hundred people. oakland police then monitored the dozens of others who lingered on the streets in the downtown area, after the initial gathering ended. some windows in oakland have been broken. and slogans have been spraypainted on downtown buildings. we are continuing to monitor developments and will update you throughout this newscast. meanw

i'm joined by richard allen, the direct to have of berkeley's seismic lab. with the geological survey and there is government interest in what you're doing. >> yeah. we've been working on this for a number of years. the research actually started a decade ago at this point. we've been running a system since 2012 and it's performing very well, as demonstrated in this napa earthquake over the weekend. we're ready at this point and ready to roll this out and turn it into a full-blown public system so everybody could get a warning on their system. all we're missing is the investment to actually do this. >> now, the investment is huge. what would the cost be? >> i'm not sure that i would call it huge. we've heard about the damage perhaps reaching $1 billion. the cost of rolling out the west coast early system is $120 million over five years. so that's the cost to build it and run it for the first five years in california, oregon, and washington could then be getting a warning. if we could get the funding, we'd have the system up and running within two careers, hop
